SUBJECT:
Submittal of plans & specifications and solicitation of bids for
Johnson Park Irrigation System Replacement, City Plan No. R06Y.
CAO RECOMMENDATION:
By motion, approve plans & specifications for "Johnson Park
Irrigation System Replacement, City Plan No. R06Y11, authorize
soliciting of bids, and contract award by the CAO if the lowest
responsible bid is within the Engineer's cost estimate.
DISCUSSION:
Johnson Park was acquired by the City in the late 50's and has overtime
been gradually improved to it present state. The existing hydraulic
controlled irrigation system was installed in the early 60's and then
greatly modified due to the construction of the Y.M.C.A's "Courthouse"
building in 1980. This park facility has become a maintenance problem
due to this old, hydraulically controlled irrigation system. The
facility also wastes water because of inefficiencies caused by the
extensive modification and age of the system. Additionally, there is no
back flow prevention device on the irrigation system which violates
County health codes. Renovation of this system will also allow the easy
installation of required hardware for connection to the approved
irrigation telemetry project.
Staff has considered the shortcomings of the existing irrigation system
and recommends the replacement with the specified equipment. This
improvement will result in a maintenance and operations cost saving to
the City while improving the appearance of this park.
CONCURRENCES:
Utilities' Water Conservation Division is highly supportive of this
improvement project due to the increase efficient use of water. This
project has been given an environmental clearance by the Community
Development Department (status: Categorical Exemption) .

FUNDS AVAILABLE: FY 1991-93 CIP Project, Park Renovations include
$49,000 for the replacement of this irrigation system at Johnson Park.
(Page E-9, FY 91-93 Financial Plan & Approved 91-92 Budget)
ALTERNATIVE:
The existing irrigation system does not perform properly, if no action is
taken then this facility will continue to waste water and remain a
maintenance problem.
