HomeMy WebLinkAbout06/30/1992, C-2 - SALARY ADJUSTMENTS FOR APPOINTED OFFICIALS IIIIn�I��III�IIIIIIIII��� IuIU f MEETING DATE: cityoSan LUIS OBI$P0 6/30/92 ITEM NUMBER: COUNCIL AGENDA REPORT FROM: Ann McPike, Personnel Director - SUBJECT: Salary Adjustments for Appointed Officials CAO RECOMMENDATION: (A) Adopt resolution adjusting annual salary for the City Administrative Officer (B) Adopt resolution adjusting annual salary for the City Attorney (C) Adopt resolution adjusting annual salary for the City Clerk BACKGROUND: In accordance with the Managerial Compensation Plan for Appointed Officials and for Certain Management Personnel, Resolution No. 6604 (1989 Series), the City- Council is authorized to approve annual salary adjustments for appointed employees commencing April 1992 through March of 1993, consistent with performance, market considerations and adjustments granted other employee groups. Following performance evaluations conducted on June 8, 1992, the following adjustments to annual salaries are approved by council. CITY ADMINISTRATIVE OFFICER The current monthly salary of $7,300 shall be increased to $7,520 effective April 9, 1992, for the City Administrative Officer. This resolution supersedes Resolution No. 6993 (1991 Series). Resolution 6198 (1987 Series), employment agreement, remains in full force and effect, with the following modification: In the event Mr. Dunn's employment is terminated by the Council, or a majority of the Council request his resignation during such time that he is willing and able to perform the duties of City Administrative Officer, the City agrees to pay him a lump sum cash payment equal to six (6) months compensation (salary and all appointed officials' fringe benefits). Should Mr. Dunn obtain employment during the six (6) month period following termination, he shall reimburse the City proportionately. CITY ATTORNEY The current monthly salary of $6,300 shall be increased to $6,575 effective April 9, 1992 for the City Attorney. This resolution supersedes Resolution No. 6994 (1991 Series). Resolution No. 6689 (1989 Series) employment agreement, remains in full force and effect with the following modification: In the event Mr. Jorgensen's employment is terminated by the Council or a majority of the Council request his resignation during such time that he is willing and able to perform the duties of the City Attorney, the City agrees to pay him a lump sum cash payment equal to six (6) months compensation (salary ii��V1►�►►I(�IIIIIII�P1° ����U city of san Luis oBispo COUNCIL AGENDA REPORT Page 2 and all appointed officials fringe benefits). Should Mr. Jorgensen obtain employment during the six (6) month period following termination, he shall reimburse the City proportionately. This represents an increase to six (6) months from the previous agreement of four (4) months severance pay. CITY CLERK i The current monthly salary of $4,520 shall be increased to $4,640 effective April 9, 1992, for the City Clerk. This resolution supersedes Resolution No. 6995 (1991 Series). Resolution No. 6172 (1987 Series), employment agreement, remains in full force and effect, with the following modification: In the event Ms. Voges' employment is terminated by the Council, or a majority of the Council request her resignation during such time that she is willing and able to perform the duties of City Clerk, the City agrees to pay her a lump sum cash payment equal to six (6) months compensation (salary and all appointed officials' fringe benefits). Should Ms. Voges obtain employment during the six (6) month period following termination, she shall reimburse the City proportionately. This represents an increase to six (6) months from the previous agreement of three (3) months severance pay. All benefits and rights included in the Managerial Compensation Plan, Resolution No. 6604 (1989 Series), shall remain in effect. FISCAL IMPACT: i The total cost for these changes including salary related increases for the remainder of FY 91-92 is approximately $1 ,800 and for FY 92-93 $7,380. Funding is not available in the Departmental budgets. Therefore, it is recommended that these amounts be appropriated from the General Fund Unappropriated Fund Balance to the departmental budgets. RECOMMENDATIONS: Adopt resolutions adjusting salaries for the appointed positions of City Administrative Officer, City Attorney and City Clerk. These adjustments are in accordance with previously adopted resolutions that establish the City's Managerial Compensation Plan that applies to Appointed Officials. (1992 Series) A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN LUIS OBISPO ADJUSTING COMPENSATION FOR THE CITY ADMINISTRATIVE OFFICER WHEREAS, the City Council establishes the salary range for, among other positions, the City Administrative Officer in the Managerial Compensation Plan for Appointed Officials et.al. (Resolution No. 8015 - 1992 Series); and WHEREAS, by Resolution No. 6198 (1987 Series), the City Council appointed John Dunn as City Administrative Officer; and WHEREAS, the City Council has evaluated compensation factors for the City Administrative Officer under Section 2 of the Managerial Compensation Plan for Appointed Officials et.al. (Resolution No. 6604 - 1989 Series); and WHEREAS, by Resolution No. 6993 - 1991 Series, the City Council established compensation for City Administrative Officer John Dunn. NOW, THEREFORE, BE IT RESOLVED by the Council of the City of San Luis Obispo as follows: SECTION 1. Effective April 9, 1992, the City Administrative Officer's salary shall increase from $7,300 per month to $7,520 per month. SECTION 2. All'other compensation and benefits afforded the City Administrative Officer under the Appointed Officials Compensation Plan (Resolution No. 6604 - 1989 Series), and the City Administrative Officer Employment Agreement (Resolution No. 6198 - 1987 Series) not superseded by the above, shall remain in full force and effect with the following modifications: In the event Mr. Dunn's employment is terminated by the Council, or a majority of the Council request his resignation during such time that he is willing and able, to perform the duties of City Administrative Officer, the City agrees to pay him a lump sum cash payment equal to six (6) months compensation (salary and all appointed officials' fringe benefits). Should Mr. Dunn obtain employment during the six (6) month period following termination, he shall reimburse the City proportionately. SECTION 3. The City Council shall evaluate the performance of the City Administrative Officer annually. (Resolution No. 8015 - 1992 Series); and WHEREAS, by Resolution No. 4516 (1981 Series), the City Council appointed Pam Voges as City Clerk; and WHEREAS, the City Council has evaluated compensation factors for the City Clerk under Section 2 of the Managerial Compensation Plan for Appointed Officials et.al. (Resolution No. 6604 - 1989 Series); and WHEREAS, by Resolution No. 6995 - 1991 Series, the City Council established compensation for City Clerk Pam Voges. NOW, THEREFORE, BE IT RESOLVED by the Council of the City of San Luis Obispo as follows: SECTION 1. Effective April 9, 1992, the City Clerk's salary shall increase from $4,520 per month to $4,640 per month. SECTION 2.
