COUNCIL AGENDA REPORT ' F
FROM: Pam ftunicipal
City Clerk
SUBJECT: Gene Election for November 3,' 1992
CAO RECOMMENDATION:
A) Adopt resolution calling the election for November 3, 1992, and B) Adopt resolution
requesting the Board of Supervisors consolidate the General Municipal Election with the
State-wide Election.
BACKGROUND:
I
The General Municipal Election provides for the election of the Mayor and two
Councilmembers and may include any measures submitted by Council or citizens, i.e.,
initiative, referendum, recall, Charter amendment, advisory measure, and other propositions.
By Special Election held April 9, 1991, the General Municipal Election was moved from
November of the odd year to November of the even year. The reason to move this was due
in part because of the substantial savings the City can realize by consolidating with the
County as part of the State-wide General Election. As such, the Council must take action
to call and consolidate the City's General Municipal Election with the County.
The resolution calling the election (Exhibit A) includes additional language as provided by
the State and City Campaign Election Regulations concerning rebuttal arguments and
Candidate's Statement. In particular, Section 3 of the resolution allows for the filing of a
400 word Statement of Education and Qualifications and setting forth the candidate's stand
on local issues (M.C. 2.40.080). This statement will be included with the sample ballot at
no cost to the candidate. Section 4 of the resolution will permit rebuttal arguments in
addition to arguments for or against a measure already provided for (E.C. 4015).
The resolution consolidating the election (Exhibit B) allows the city to combine its election
with the State-wide Election and avoid duplication of printing and mailing of sample ballots,
computer tabulation, precinct workers and canvassing results. Other election requirements
including additional city legal advertising as called for by the City's Campaign Regulations
will be performed by the City. All filings, i.e., Statement of Qualifications, Conflict of
Interest, State and City financial reporting, will be handled through the City Clerk's Office.
ALTERNATIVES:
1. Adopt resolution calling the election for November 3, 1992, and adopt resolution
requesting the Board of Supervisors consolidate the General Municipal Election with
the State-wide Election - Recommended (Section 4 included to allow rebuttal I
arguments).
2. Failure to adopt the resolution consolidating the election would result in the city
conducting its own election.
3. Continue discussion of any one of the resolutions for additional report or
clarification.
FISCAL IMPACT:
$25,000 is budgeted to conduct the November, 1992 election for Mayor and two
Councilmember seats. Several factors will influence the cost of the General Municipal
Election including:
1. Additional measures, initiatives, referendums (Referendum on State Water pending),
and propositions placed on the ballot by the City of San Luis Obispo or any federal,
state, county, city, school or special district. Each additional city measure will cost
approximately $2500-$3000. The most costly factor being the arguments/rebuttals
in the sample ballot. The more measures placed by other agencies actually can
decrease the city's proportionate share.
2. Number of candidates filing for elected office and corresponding Candidate
Statements placed in the ballot.
