SUBJECT:
Bike Lane Construction: Santa Rosa Street - Walnut to Murray
RECOMMENDATION:
By Motion, Support Bike Lane Project on Santa Rosa Street,
Walnut to Murray, and Request Caltrans to Participate in the
Cost Thereof to a Maximum of $48,400.-
DISCUSSION:
The City's recently adopted bike lane plan includes as a project
the installation of a Class 2 bike lane on Santa Rosa Street
between Walnut Street and Murray Street (Project #4) . This
portion of roadway is Highway 1, a state highway.
The staff has been working with Caltrans to achieve the required
improvements. The project will narrow traffic lanes and medians.
The existing raised islands must be removed, some traffic signal
equipment relocated, and the pavement surfaced with 0. 1 foot of
A.C. Then we can stripe the bike lanes. All this work is
required by Caltrans as a condition of our remarking the street
to allow the bike lanes. Estimated cost of the project is
$100, 000. Caltrans has agreed to assist in one-half the cost of
the construction, providing their responsibility is limited to
$48, 400.
The state needs this indication of our understanding as to the
extent of their financial participation in the project to allow
them to encumber funds from their 1991-92 budget. If we wait
until next fiscal year, funding for the project may be uncertain.
FISCAL IMPACT:
Funds for our share of this project are budgeted in the Bike Lane
Account. $90, 000 was shown in Bike Plan for this project. The
project plans should be coming to the Council for approval in the
late summer. State participation reduces City costs in the
project by up to $48,400.
The recommended action will not limit the City's ability to
eventually defer this project, if so required by the State-City
fiscal crisis. Rather, it simply confirms the nature and scope
of Caltrans participation so that future project planning can
continue.
