SUBJECT: 1992 Street Chip Seal Coat Project, City Plan No. S-13A
CAO RECOMMENDATION:
By motion, approve plans and specifications for the 1992 Chip Seal
Coat Project, City Plan No. S-13A and authorize soliciting of bids
and contract award by the CAO, if the lowest responsible bid is
within the Engineer's cost estimate.
DISCUSSION:
Chip .Seal is constructed by spraying an asphalt emulsion on the pavement
and immediately spreading and rolling a layer of aggregate chips. The
chip seal improves skid resistance and retards raveling. The complaints
result from dust and from chips loosened by traffic or scattered around
the project. Chip retention can be improved by tight control of chip
grading and shape, application temperatures and rolling. Dust can be
controlled by the application of dust control solutions which we longer
use due to problems of reaction with the emulsion. Also dust can be
controlled by thorough sweeping on the following day. Complaints and
problems are reduced through adequate notice, signing and traffic
control. The chip seal is a superior seal and has been used successfully
in the City of San Luis Obispo for many years.
Temperatures are extremely important for a successful project. Asphaltic
emulsion shall not be applied when weather conditions are unsuitable.
Seal coats shall not be applied when atmospheric temperature is below 65°
F. , or when the pavement temperature is below 80° F. For this reason
chip seal should be conducted between the months of June through August.
September usually has a morning fog that prevents chip seal from being
applied until late morning or even afternoon.
The FY 1991-93 Financial Plan provides $177 , 000 in the Streets Pavement
operating Budget for Chip Seal Coats during FY 1992-93 . The project
defined by these specifications proposes to accomplish nine miles of chip
seal coatings and lane line replacement with the funds provided. The
Pavement Management Plan calls for ten miles of street to be chip sealed
each year. By sealing this amount of pavement, the required eight year
frequency will be maintained to provide protection of the pavement from
deterioration by sun, air and water.
Measuring this project in miles is not the most precise method. Since
the width of streets vary; i. e. , some streets are 32 ' wide while others
are 64' wide, total project costs would also vary. Measuring this
project in square yards will provide a more accurate assessment of
project size. Ten miles of 32 ' wide streets would equal 187 , 733 square
yards; this project proposes 190, 276 square yards.
