SUBJECT:
Plans and specifications and solicitation of bids for Mission
Street Play Lot Renovation, City Plan No. S19Y.
CAO RECOMMENDATION:
By motion, approve plans and specifications for "Mission Street
Play Lot Renovation, City Plan No. S19Y11 , authorize solicitation
of bids, and authorize contract award by the CAO if the lowest
responsible bid is within the engineer's cost estimate.
DISCUSSION:
The existing play equipment was installed in Mission Street Play
Lot more than fifty years ago and remains there today. In 1988,
the Utilities Department drilled wells for water and removed much
of the play equipment in the play lot. This has left the lot
with only a few pieces of play equipment for the local children
to play on.
The passage of time and lack of equipment has rendered the park
useless in the eyes of the local neighborhood. The only play
equipment in the lot is a swing, two empty sand boxes, and a
merry-go-around. The drinking fountain does not work properly.
The landscaping needs renovation. Fencing in the park is old,
rusted and unsightly. The picnic table and bench in the lot are
also deteriorated to the point where they need replacement. Of
special concern to the City is that the existing play equipment
and play lot does not meet current requirements for accessibility
and safety.
In 1990, the area' s neighborhood members and a Cal Poly City and
Regional Planning class under the direction of instructor Joe
Kourakis, prepared a proposal for the play lot renovation. The
City's Parks and Building Division reviewed and revised these
plans, and then prepared a preliminary budget for Capital Im-
provement Plan (CIP) approval. The City Council approved renova-
tion of the play lot in the FY 1991/92 CIP. Since then, Parks
and Buildings staff member Casey Patterson, a landscape archi-
tect, has worked closely with the neighborhood in redesigning
this play lot. Twice the project was presented to the Architec-
tural Review Committee for review before gaining approval. After
approval, the project was then appealed to the Council and on
January 7, 1992, Council approved the project as designed.
As part of the play lot renovation, the neighborhood will take

part in the actual restoration. Under staff direction, the
residents are planning to install all plants and then mulch the
planting beds. Children from the neighborhood will be involved in
creating the decorative tile art work for the proposed set wall
(this decorative tile is the required "Art in Public Places"
component for this project) .
Staff has redesigned the play lot to correct the current problems
of accessibility and safety. The local neighbors are very
pleased with the current design and anxiously await its comple-
tion.
CONCURRENCES:
The neighbors of this play lot have been very helpful in its
renovation and are fully committed to this plan. The Parks and
Recreation Commission and the Recreation Department support this
project. The Community Development Department, the Architectural
Review Commission, and the City Council have approved the design.
This project has been given an environmental clearance by the
Community Development Department (status: categorical exemption) .
FISCAL IMPACT:
The engineer's cost estimate is:
Site improvement: $ 33 , 000
Contingencies: 3 , 000 $36, 000
Play structures: $ 22 , 500
Contingencies: 2 . 500 25 , 000
Total: $61, 000
The Park Renovations budget in the 1991/92 CIP (page E-9 of the
1991/93 Financial Plan) has $36, 000 allocated for the site
improvement portion of this project. The Parks Renovation
projects are financed by the capital outlay fund.
The Playground Improvements budget in the 1991/92 CIP (page E-9
of the 1991/93 Financial Plan) has $25, 000 allocated for play
structures portion of this project. The Playground Improvement
projects are financed by park in-lieu fees ($19, 000 for this
project) and a state grant ($6, 000 for this project) .
Note: This project is very important to residents in the sur-
rounding neighborhood. They have spearheaded this project and
followed it through the various phases of budget approval,

preliminary design development, planning and ARC review, protest
and appeal, and final approval of design and specifications. If
the City were to postpone renovation of this play lot until a
later date, because of impending financial conditions, the
neighborhood would feel that the City had abrogated a longstand-
ing agreement. For this reason primarily (and also because
design is completed and outside funding is available) , the
Council decided at its meeting on June 30, 1992 that the Mission
Play Lot project and the Playground Improvements project should
go forward (see the attached project listing) . By bidding the
project at this time, the City should received excellent bids, as
the bidding climate is very competitive.
ART IN PUBLIC PLACES:
The project will include public art in the form of tiles created
by neighborhood children under direction of an artist. The tile
will be installed in the low seat wall as shown on the plans.
$3, 000 is budgeted for this portion of the project. This artwork
will be installed after completion of the project, under a
separate contract.
