DISCUSSION: Section 301 (c) of the Uniform Administrative Code requires that a plan review fee be paid at the time of submitting a permit application for a new building, and further states that said fee is established by resolution of the City Council. Resolution No. 7030 (1991 Series) , adopted September 17, 1991, establishes the plan review fee to be 65 percent of the total permit fee for each building permit. The development community expressed concern over the assessment of this fee when additional applications are submitted using the same plan, presenting the questions: Is an identical amount of work done by the City during plan check of repetitive units? If not, is the full plan check fee justified? The answers: After checking the initial plan set, a lesser amount of review .is necessary for subsequent duplicate units. Identical floor plans and structural systems need not be rechecked. However, setbacks, drainage, site development, energy documentation relative to orientation, and exterior architectural features vary and must be analyzed for each application. Assessment of the full .plan check fee may not be approriate. Staff surveyed a number of jurisdictions to determine how this issue is resolved in other building departments. Results are shown on Attachment B. Of the cities surveyed, approximately 50% offer a reduced plan review fee for duplicate buildings, with the amount generally 50% of the full plan check fee. Staff agrees that a 50% reduction is reasonable and could be considered the "industry standard" . CONCURRENCES: The Finance Director concurs with the recommendation. Generally, only large housing tracts involve repetitive use of the same plan. However, the reduction will be consistent with City efforts to recover only the cost of services provided. (1992 Series) A RESOLUTION OF THE SAN LUIS OBISPO CITY COUNCIL ADOPTING AN ALTERNATE FEE FOR PLAN REVIEW SERVICES WHEREAS, the City of San Luis Obispo's Municipal Code authorizes the establishment of various fees for delivery of municipal services; and WHEREAS, the cost of providing plan review services for duplicate building permit applications has been found to be less than the initial plan review; and WHEREAS, the City Council held a noticed public hearing concerning this fee adjustment on .:Augus.t. 4 , 1992. NOW, THEREFORE, BE IT RESOLVED that: SECTION 1. The City Council of the City of San Luis Obispo hereby establishes an alternate fee for Plan Review services as follows: A. When building permit applications are submitted for residential projects where the same plans are being used for more than one unit, 100 percent of the plan check fee shall be required for the first identical unit, but shall be 50 percent for all other identical units. B. The alternate plan review fee shall be only applicable to all permit applications submitted at the same time with the first identical unit. SECTION 2 . The fee hereby established shall be an addendum to fees set forth in Resolution No. 7030 (1991 Series) .
