SUBJECT: Free Transit Day
CAO RECOMMENDATION: Adopt a resolution designating September 15, 1992, as
"Free Transit Day" as a part of the City's contribution to and recognition of the statewide
"Alternate Transportation/Ridesharing" activities.
DISCUSSION:
September 14-18, 1992 has been designated by the California Department of
Transportation, San Luis Obispo Regional Ridesharing and other transportation related
groups throughout our state as "Ridesharing Week". The Sixth Annual California
Rideshare Week, 1992, is a promotion designed to generate awareness among major
employers and the general public regarding alternate modes of transportation. According
to figures from California Department of Transportation, vehicle miles traveled has
increased five percent per year, which has led to a fifteen percent yearly correlation to
the amount of auto emissions; therefore the increased use of mass transportation can
improve air quality by reducing the number of automobiles on the road. The purpose of
holding a free transit day is to heighten awareness of the benefits of mass transportation
and to hopefully attract new riders to use the City's transit system in the future.
Both San Luis Obispo City Transit and San Luis Obispo Regional Ridesharing intend to
promote 'Transit Tuesday" by distributing press releases, public service announcements,
and by incorporating it into a program of paid media advertising. The Regional System
will also be offering free transit on that day. Staff is recommending that the City hold its
"Free Transit Day" on the same date so that the two systems can jointly promote and
deliver the free service to the community.
CONCURRENCES:
Free Transit Day is being coordinated with the Regional system,the San Luis Obispo Area
Council of Governments and other transit providers in San Luis Obispo County.
FISCAL IMPACT:
Because the City derives the majority of its revenues from monthly bus passes and
contractual arrangements, a free transit day is estimated to cost no more than $400.00.
ALTERNATIVES:
Approve "Free Transit Week". Although Council has chosen to expand Free Transit Day
into a Free Transit Week in prior years, this is not recommended this year. The Transit
Fund, being totally dependent on Transportation Development Act funds (1/4 cent of the
sales tax) is experiencing a significant strain due to the reduced sales tax base.
Consistent with other fiscal constraints, a Free Transit Week is therefore not
recommended this year.

RESOLUTION DESIGNATING SEPTEMBER 15, 1992 AS
"FREE TRANSIT DAY"
WHEREAS, the City of San Luis Obispo has long supported public transportation
and policies to help reduce traffic congestion in the area; and
WHEREAS, it is known that there is a correlation between traffic congestion and
the amount of auto emissions; and
WHEREAS, the City of San Luis Obispo is interested in promoting alternate forms
of transportation to reduce traffic congestion; and
WHEREAS, the City of San Luis Obispo recognizes the use of ridesharing has the
potential to reduce fuel consumption, air pollution, traffic congestion, transportation costs
and parking needs; and
WHEREAS, the increased us of mass transportation can improve air quality by
reducing the number of automobiles on the road; and
WHEREAS, by offering "Free Transit Day" on September 15, 1992, in conjunction
with the Regional Transit System, the City hopes to call attention to the benefits of mass
transportation and to attract new riders to the bus system.
NOW, THEREFORE, BE IT RESOLVED that the City of San Luis Obispo hereby
designates September 15, 1992 as "Free Transit Day" to encourage all residents of San
Luis Obispo to consider the use of bus service on that date and thereafter, and
recognizes September 14-18 as "Rideshare Week".
