The person appointed will serve an unexpired term ending March 31, 1995. The Council Subcommittee (Roalman/Pinard) reviewed and interviewed all Planning Commission applications on file (14). All applicants were either interviewed during the last round of Planning Commission appointments with Planning Commission Chairperson Barry Karleskint or during this round of interviews with Planning Commission Vice Chairperson Dodie Williams. The Council Subcommittee is pleased to report that there were some excellent candidates. Two of the final candidates reflect different strengths they would bring to the commission and we would like you to decide which would be most beneficial at this time. The Planning Commission identifies issues of concern to the community and recommends action to the City Council. The Planning Commission should reflect the makeup and interests of the entire community. Its members should come from a diversity of backgrounds so the Planning Commission can act as a sounding board for community concerns. Councilwoman Peg Pinard. recommends Melody DeMerit. She is a single mother and teacher, and has shown dedication to community betterment through long involvement in community issues. She values the community's desire to conserve the environmental assets of our area. On issues where the interests of the city and county may be different, there would be no perception of conflict of interests arising from Ms. DeMerit's employment. Page 2 Councilman Bill Roalman recommends Mary Billington Whittlesey. She would be an asset to the Planning Commission for the following reasons: - She is familiar with the San Luis Obispo planning process, having served on the Planning Commission in 1990 - She earned a Master's degree in City Planning from Cal Poly - She was a member of the Planning Commission that reviewed the Draft Land Use Element - She has lived in the community for approximately 12 years - She has served on the City's Promotional Coordinating Committee for four years. I feel this is especially important as the City continues the General Plan update. My current employment as the Recycling Coordinator for San Luis Obispo County allows me some insight into the need for environmental awareness and action on the part of government and the linkage to the business community. These current economic times provide many lessons for future stability. The ideas coming forth include flexibility and openness to new ideas and approaches that can assure progress for the City. This "openness° consists of looking for non-traditional solutions, and providing incentives for new businesses while assisting existing business and government. The City needs to promote and support businesses' transition from traditional, resource-intensive uses. The City Planning Commission can assist in developing guidelines and incentives for new businesses that promote a conservation/preservation ethic. Ideas include credits or allowances for reduced permit and/or license fees for businesses that meet non-mandatory building and environmental (air, water, etc.) standards that go beyond the normal requirements. The City needs to attract businesses that are progressive and can sustain development far into the next century. We need to develop a competitive program that can bring those businesses to San Luis Obispo. I am committed to a long range vision of the City and am interested in new ideas and new solutions. Planning is not a static process and our ideas should reflect the energy and dynamic within the process. I am open and flexible when seeking solutions and therefore able to work with others, constructively. San Luis Obispo has been my home for more than ten years. During that: time I have been active as: • a downtown merchant and so I am aware of the concerns of business; • a city bus driver, aware of transportation issues; • a carpenter, aware of growth issues as they effect workers; • an advisory body committee member, familiar with city government and policies; • an employee in the water conservation program, aware of issues facing the city and mechanisms available for supporting change; • a City of San Luis Obispo Planning Commissioner (April 1990 - November 1990); • a student of Planning with a concentration in environmental quality and solid waste management. I have a Master's Degree in City and Regional Planning. I am aware of the broad issues and the need for a vision of future and the ability to understand the future implications of today's actions. Despite being out of town for a year and a half, I have maintained many of my diverse contacts in the community, and do not represent any one group of people or point of view. I believe in long term solutions with the health, safety and welfare of the citizens and the environment and development of sustainable business as paramount considerations and I am willing to work for the uture of San Luis Obispo.
