I BACKGROUND: The Annual League of California Cities Conference is scheduled for Saturday through Tuesday, October 10 - 13, 1992, at the Los Angeles Convention Center. The General Business Session will convene on Tuesday, October 13th at 130 p.m. in the Petree D Room at the Convention Center. Membership takes action on conference resolutions during this session which guide cities and the League to improve the quality and responsiveness of local government in California. It may be especially important during this period of fiscal crises for cities throughout the state. To expedite the conduct of business at this meeting, the Council must designate a voting I representative and an alternate who will be present at the Business Session scheduled for Tuesday, October 13, 1992 at- 1:30 p.m. at the Los Angeles Convention Center. The recommendation is to appoint the Mayor as voting delegate and the Vice-Mayor as alternate. ATTACHMENTS: Voting Procedures Voting Delegate Form I League of California Cities Annual Conference Voting Procedures 1. Each member city has a right to cast one vote on matters pertaining to League policy. 2. To cast the city's vote a city official must have in his or her possession the city's voting card and be registered with the Credentials Committee. 3. Prior to the Annual Conference, each city should designate a voting delegate and an alternate and return the Voting Delegate Form to the League for use by the Credentials Committee. 4. The voting delegate or alternate may pick up the city's voting card at the voting card desk in the conference registration area. 5. Free exchange of the voting card between the voting delegate and alternate is permitted. 6. If neither the voting delegate nor alternate is able to attend the Business Session, the voting delegate or alternate may pass the voting card to another official from the same city by appearing in person before a representative of the Credentials Committee to make the exchange. Prior to the Business Meeting, exchanges may be made at the "Voting Card" table in the League Registration Area. At the Business Meeting, exchanges may be made at the "Voting Card" table in the front of the meeting room. 7. Qualification of an initiative resolution is judged in part by the validity of signatures. Only the signatures of city officials, who, according to the records of the Credentials Committee, are authorized to use the city's voting card and who have.left a sample of their signature on the Credentials Committee register will be approved. 8. In case of dispute, the Credentials Committee. will determine the right of a city official to vote at the Business Meeting.
