COUNCIL AGENDA REPORT ITEM NUMBER:
FROM: Arnold Jonas, Community Development Director' _
PREPARED BY: Glen Matteson, Associate Planner
SUBJECT: Correcting the Sign Regulations so they will be easier
to understand.
CAO RECOMMENDATION:
Introduce an ordinance to print, in summary form, (A) determining
that the recommended changes are not a project for purposes of
environmental review and (B) correcting the references to zone
districts, and making other minor corrections, as recommended.
DISCUSSION
Planning staff has been trying to improve the department ' s
communications with the public. The Sign Regulations are among
the most frequently used City rules. Copies are provided to the
public almost daily. The Sign Regulation' s standards are keyed
to land-use zones. The Sign Regulation' s references to zones are
not up to date, because the City has changed the names and
abbreviations for several zones since the Sign Regulations were
most recently revised. Also, some errors were made when the
Municipal Code was reformatted by a contract publishing firm.
These items do not create serious legal flaws, but they are
confusing, and require additional staff time to explain. Staff
is asking the Council to amend the Sign Regulations so they will
be consistent with the Zoning Regulations. Since the items are
not purely typographical errors, staff cannot simply edit them
away.
Staff is not suggesting at this time that any of the standards or
procedures be changed.
These are the needed corrections:
1. Section 15. 40. 130
The City no longer has an "unclassified" zone, there is no
longer a second high-density residential zone abbreviated
"R-H, " and the "agriculture/conservation" zone has been
renamed "conservation/open space. "
2 . Section 15. 40. 140
The previous "professional office/residential" zone is now
the "office" zone.

GOINNACOUNCIL AGENDA REPORT
3 . Section 15. 40. 150
The standard for . neighborhood commercial sign area which is
based on the building face area, for the part of a building
occupied by a tenant, was garbled in the reformatting.
The "central commercial" zone has been added. The service
commercial zone is now abbreviated "C-S, " not "C-H. " There
is no longer a separate "research manufacturing" zone, and
the "industrial" zone has been renamed "manufacturing. "
Also, it was intended that off-premises signs require
administrative use permits, not Planning Commission
approval, and the reference to Zoning Regulations Chapter
17 . 60 , Variances, makes no sense.

ALTERNATIVES
The Council may continue action or decide not to introduce the
recommended ordinance. Consideration of any substantial changes
would require separate public notice and hearing.
