Peterson, Acting Public Works Director PREPARED BY: David Elliott, Administrative Analyst SUBJECT: Seismic Safety Corrections for Fire Station No. 3 CAO RECOMMENDATIONS: By motion: 1) Approve plans and specifications for "Seismic Safety Corrections to the City of San Luis Obispo Fire Station No. 3 - City Plan No. S-35X" 2) Authorize staff to solicit bids on the construction contract 3) Authorize the CAO to award the construction contract if the lowest responsible bid is within the engineer ' s estimate. DISCUSSION: An engineering survey conducted by H.J. Degenkolb Associates in 1990 found two possible structural deficiencies in Fire Station No. 3 . • inadequate lateral bracing across the front and rear of the building caused by the large apparatus room door openings and the need for unobstructed open area in the apparatus room • lack of positive anchorage between the wall framing and the foundation walls. The Degenkolb report concluded that the station might pose a "low" risk to life safety in a major earthquake. A thorough structural analysis by Howard F. Stup and Associates in 1991 completed the following tasks: • confirmed the findings of the Degenkolb report about inadequate lateral bracing • concluded that the lack of positive anchorage did not pose a problem • discovered a lack of positive connection between a small flat roof and a wall at the southeast corner of the building • proposed a design for corrections based on standards for Seismic Zone 4 of California Administrative Code Title 24 Construction plans prepared by Stup and Associates call for: • installing steel columns at the ends of the two steel beams which span the interior of the apparatus room • welding the columns to the beams • anchoring the columns to the concrete floor of the apparatus room . installing bent sheet metal clips to connect the flat roof sheathing to blocking within the adjacent wall O '� ������►�►►►�IIIIIIIIII�' 91UIII city of san L.Ais osispo COUNCIL AGENDA REPORT Seismic Safety Corrections for Fire Station No. Page 2 These corrections should reduce the life safety risk from "low" to "minimum" and should ensure that firefighting equipment and personnel can respond to emergencies after a major earthquake. FISCAL IMPACT: The Seismic Safety Corrections project is included in the Capital Improvement Plan of the 1991/93 Financial Plan on pages E-10 and E-23 . $379, 000 is designated for construction with $25, 000 allocated for Fire Station No. 3 . The engineer ' s cost estimate is $20, 000 including contingencies . At its meeting on June 30, 1992 , the Council decided that this project should go forward despite impending financial difficulties. This decision was based on the following criteria: • The project improves public safety. Design is completed. • There is a policy commitment to correcting seismic safety problems, particularly with essential services facilities. • This project involves maintenance of existing facilities.
