SUBJECT: Renaming of Mission Street Tot Lot to Anholm Park
CAO RECOMMENDATION:
By motion, approve the recommendation of the Parks & Recreation
Commission to rename the Mission Street Tot Lot "Anholm Park" ,
. and direct staff to work with the Anholms to develop a suitable
plaque and park signage.
DISCUSSION:
At the June 30, 1992, Council meeting, Councilwoman Pinard asked that
the Staff be directed to agendize the renaming of the Mission Street Tot
Lot to Anholm Park.
The Anholm Subdivision was recorded in 1927 by George and Chris Anholm.
In 1939, George Anholm deeded Lot 15, Block 6, to the City for a fee of
$10.00. The site was used as a source of water until about 1947. In
1947, the playground was erected by the Lion's Club with funds supplied
by the Fiesta Association. Since this 1947 community effort, many
children and adults have enjoyed the park.
George and Chris Anholm were each one-half owners of this subdivision.
The following people. are their descendants:
George Anholm
Einar Anholm, George Anholm and Elna Bonsteel
Chris Anholm
Mrs. Ellei Cole, Jeff Cole
Recently a neighborhood movement to refurbish the park was sparked by
the removal of the play equipment so that a test well could be drilled
in hopes that this site would again produce potable water. The park
refurbishment project is currently out to bid and will include new play _
equipment, patio hardscape and turf area. The neighbors are anxious to
see this project completed.
The renaming of the park would be appropriate for the following reasons:
1. The Anholm's are long-time residents of San Luis Obispo.
2 . This family recorded the subdivision in 1927.
3. George Anholm deeded the lot to the City for $10. 00 in 1939.
4 . It would be nice to recognize the family who provided the land for an
area that so many have enjoyed over the years.

5. By renaming the park, Anholm Park, we recall a link with our history
and bygone era.
Staff requested the Parks and Recreation Commission's thoughts and
recommendations as to this proposal. On August 5, 1992 , * the commission ,
met and discussed this matter. Einar and George Anholm were in
attendance.
The Commission discussed how the public might feel about a name change ]
and what was the appropriate change to make. The Parks and Recreation !
Commission voted unanimously to recommend to the City Council that they ;
rename the park "Anholm Park". Einar and George Anholm offered to help
(within reason) to finance some signage -- perhaps a plaque with a brief
history of the Park.

FISCAL IMPACT:

This change will have minor fiscal impacts in the City. Any costs '
incurred will be handled in appropriate operating budgets.

Public Comment: No persons requested t speak before the Commission.
Item #1. Consideration of proposal for City to construct sand volleyball
court at Santa Rosa Park.
After considerable discussion, Commissi n reached consensus that the
proposal needed additional study. The pecific facility in question would
be considered by Commission in 1992-93 s a part of a comprehensive
program for redevelopment of the Santa osa Park area.
Item 02. Consideration of proposal to re-name Mission Street Playlot to
Anholm Park.
The Commission discussed the staff report and heard testamony from Mr.
Chris Anholm and Mr. George Amholm concerning this item. The PRC
concluded that it was fitting to honor the Anholm Family by re-naming
Mission Street Play Lot to "Anholm Park" . The PRC findings included:
1. The property was in essence a gift ($SO) from the Anholm Tract.
developers some 65 years ago and for 45 years has been enjoyed by the
neighborhood as a public park area.
2. The Anholm Tract developers left no family history mark in the
sub-division as other developers did, e.g. , Venable, Meinecke, et cetera.
3. Precident has been set for the naming of parks after noted
families of the area, e.g. , Sinsheimer, French, et cetera.
Hoved/Seconded/Passed -- Pyper/Vigil/6-0, 1 absent. The Park and
Recreation Commission recommends to the City Council that Mission Street
Playlot be re-named "Anholm Park" and that suitable signage indicating
this name change be included in the redevelopment project for this park.
Item 03. Recreation Center Signage:
The Commission discussed signage and p lic art that might be fitting for
inclusion at the Ree Center. A sub-counittee of Pyper, Kourakis and
Picquet was appointed to investigate p grams that may get the general
public interested in participation and to report back to the Commission at
the regular September meeting.

I totally oppose the renaming of the Mission, Street Park for the
following:
1 . With the current budget crisis, why would a city department
decided we must change the name of the Mission Park (better known
now as the Mission Play lot ) to "Anholm Park. "
a. This new name would credit the person who sold the land to a
developer. If the inhabitants wanted his name on the park, it
would have been done forty-six years ago.
b. This Park has existed for over forty-five ( 45) years with the
name Mission Street in it .
c. The other city parks have the street or area names they are
located on or next to, in their name.
2 . With all the budget problems the city and county are having,
couldn' t better use be made of the City Councils ' time? The cost
of this scheme would be absurd and ridiculous :
a. How much wasted funds went to just start this renaming process
( i .e. present the idea; writing, printing, and mailing the
notices ; and schedule council time) .
b. How much city time (council , staff , employees ) will be used to
make and install the signs , and then update and print all city
maps.
I like the name as it is and has been. Why waste more of the taxpayers
dollars in a frivolous nonessential project?
Please note: The current park sign says "Mission Street Play Lot . "
The mailed notice of the pending council meeting calls it the
"'TOT LOT, " and "MISSION STREET TOT LOT. " The name on the dedication
sign of 1946 (which was removed, when "well" digging was taking place
in the park) , was "Mission Park. " Where is this sign now?
Instead of wasting time on a name change, let ' s upgrade the parks
equipment and design as was decided by the City Counsel this year.
