CAO/STAFF RECOMMENDATION: Give final passage to Ordinance No. 1219, as introduced August 18, 1992, determining that the action is categorically exempt from environmental review and allowing quick review by staff only, for aesthetically insignificant projects. DISCUSSION Staff and the Architectural Review Commission have recommended a quick, no-cost procedure for reviewing very minor additions and changes to buildings and site features, which previously were subject to the "minor or incidental" review procedure. This action involves no significant policy, environmental, or fiscal impacts. Doing so requires changing the Municipal Code chapter which establishes architectural review (the subject ordinance) and the architectural review guidelines (resolution adopted August 18) . ALTERNATIVES The Council may, by motion, reject the ordinance, or continue action. Any other substantial changes to the architectural review procedures would require separate public notice and hearing.
