SUBJECT:
Final passage of ordinance streamlining architectural review for
aesthetically insignificant projects.
CAO/STAFF RECOMMENDATION:
Give final passage to Ordinance No. 1219, as introduced August
18, 1992, determining that the action is categorically exempt
from environmental review and allowing quick review by staff
only, for aesthetically insignificant projects.
DISCUSSION
Staff and the Architectural Review Commission have recommended a
quick, no-cost procedure for reviewing very minor additions and
changes to buildings and site features, which previously were
subject to the "minor or incidental" review procedure. This
action involves no significant policy, environmental, or fiscal
impacts. Doing so requires changing the Municipal Code chapter
which establishes architectural review (the subject ordinance)
and the architectural review guidelines (resolution adopted
August 18) .
ALTERNATIVES
The Council may, by motion, reject the ordinance, or continue
action. Any other substantial changes to the architectural
review procedures would require separate public notice and
hearing.

AN ORDINANCE OF THE CITY OF SAN LUIS OBISPO
STREAMLINING ARCHITECTURAL REVIEW
FOR AESTHETICALLY INSIGNIFICANT PROJECTS
WHEREAS, the Architectural Review Commission and the
City Council have held public hearings to consider appropriate
project review requirements; and
WHEREAS, the City Council finds that the proposed
provisions are consistent with the objectives of architectural
review and with the general plan; and
WHEREAS, the proposed amendment promotes the public
health, safety and general welfare;
BE IT ORDAINED by the Council of the City of San Luis
Obispo as follows:
SECTION 1. The Council determines that there will be
no significant environmental impacts from revising the
architectural review procedures, and hereby approves a
categorical exemption as a minor alteration to land use
limitations.
SECTION 2 . Municipal Code Part 2 .48 . 150.0 is amended
to read as follows:
C. The commission shall review and approve plans for all
structures and physical improvements, and for any
relocation, addition, extension, or exterior change to
existing buildings, structures and physical improvements, as
set forth in Section 2 .48 . 170. Such approval by the
commission must be obtained before a building permit or
other city permit may be issued authorizing construction,
alteration, relocation, addition, or extension. This
requirement for commission approval shall not apply to work
which the director determines to be aesthetically
insignificant, or minor or incidental. When, in the opinion
of the director, an application for use permit, variance or
rezoning may create an architectural impact contrary to the
objectives of- this chapter, the director may require
architectural review prior to any required hearing on the
application.

SECTION 3 . A summary of this ordinance, approved by
the City Attorney, together with the votes for and against, shall
be published once, at least five (5) days prior to its final
passage, in the Telegram-Tribune, a newspaper published and
circulated in this City. This ordinance shall go into effect at
the expiration of thirty (30) days after its final passage.
INTRODUCED AND PASSED TO PRINT by the Council of the
City of San Luis Obispo at its meeting held on the 18th day
of August , 1992 , on motion of Vice-Mayor Ranva ,
seconded by Councilman Reiss , and on the following roll
call vote:
AYES: Vice-Mayor Rappa, Councilmembers Reiss, Roalman, and Mayor Dunin
