PREPARED BY: Ron Munds, Water Conservation Coordinator SUBJECT: Co-sponsoring A Graywater Seminar, GRAY=GREEN 2. CAO RECOMMENDATION: Adopt a resolution declaring the City a co-sponsor of a graywater seminar, Grey=Green 2, to be held in the City of Los Angeles on November 18, 1992. DISCUSSION Background In June 1990, the City's Utilities Department requested that the San Luis Obispo County Health Department, the regulating agency, to approve the use of graywater. In July 1990, the Health Department did approve graywater use at which time the .City administratively adopted the Health Department's guidelines established to insure the safe use of graywater. Since that time, the research and technological advancements in graywater systems have progressed to the point where the State legislature has legalized use of graywater state-wide as of July 15, 1992. The City and its citizens have been a driving force behind the movement in practical graywater applications with projects like the Apple Farm Inn and Restaurant water reuse system. This graywater system is the first of its kind in the State. Because of the City's progressive attitude towards water reuse systems, the Water Conservation Coordinator has been involved in numerous projects which have been documenting the benefits of these systems. Because of this involvement, Ron Munds was invited to be and has been one of the primary organizers of the upcoming graywater seminar sponsored by the WateReuse Association and the Department of Water Resources. They are asking for the support of communities like ours to officially co-sponsor the event. With the City's strong commitment to water efficiency and water reuse, staff recommends that the City adopt the attached resolution and be listed as a co-sponsor of this high profile event. FISCAL IMPACT There is no monetary commitment associated with co-sponsoring the seminar. Staff time will be required in organizing and participating in the conference. ATTACHMENTS 1. Resolution 2. (1992 Series) Declaration of Co-sponsorship of the Graywater Seminar, Titled Gray=Green 2 WHEREAS, water is California's most precious natural resource, and; WHEREAS, the City Council of the City of San Luis Obispo has enacted legislation to maximize water use efficiency in the City, and; WHEREAS, the WateReuse Association of California and the California Department of Water Resources are conducting a seminar to disseminate available knowledge about graywater technology, on November 18, 1992, and; WHEREAS, graywater is now generally recognized as a safe method of water conservation under appropriate use conditions. NOW, THEREFORE, BE IT RESOLVED, the City Council of the City of San Luis Obispo declares itself an official sponsor of the graywater seminar, titled Gray=Green 2. Sig California counties and numerous cites have now legalized the use of graywater. It now seems likely that the Uniform Plumbing Code, published by the International Association of Plumbing and Mechanical Officials and used in 22 western states, will be amended this year to include graywater use standards. The WateReuse Association and the California Department of Water Resources are co-sponsoring a graywater semina oars , GRAY = GREEN2, on November 18, 1992 at Los Angeles City Hall. The seminar is expected to attract a national audience of at least 200 elected officials; health, water and building agency staff; and other interested parties. All California cities and counties that have legalized graywater use are being asked to co-sponsor this seminar. The names of all co-sponsors will be listed on the seminar materials. If the City of San Luis Obispo would be interested in joining in support of this important seminar, please notify Terri Taylor, at the WateReuse Association (916) 442- 2746 by August 4, 1992. Attached is a model resolution, in support of the seminar, which we hope your agency will choose to adopt.
