Statler, Director of Finance Prepared By: Vi Sheldon, Accounting Supervisor SUBJECT: SURPLUS CITY PROPERTY CAO RECOMMENDATION Adopt a resolution declaring two vehicles as surplus property. DISCUSSION Section 906 of the City Charter requires that the City Council approve the sale or disposal of surplus property with an estimated value greater than $100. The Fire Chief has identified the two vehicles listed in Exhibit A as surplus to the needs of the Fire Department. Vehicle 6409, the Fire Engine, has been replaced in accordance with the replacement guidelines in the City's Fleet Management Program. Council authorized the purchase of the replacement fire engine on December 4, 1991. The replacement fire engine was purchased in January 1992, prepared for use, and placed into service in April 1992. The replaced vehicle is currently on loan to the San Luis Obispo County Fire Department at the Nipomo Station. The County requested the loan of this vehicle pending delivery of their order for a new fire engine. The request for the loan of the vehicle was reviewed and approved by the City Administrative Officer and the City Attorney. The vehicle is proposed for sale by auction upon return from the County. Vehicle 8702, the 1986 Buick Century, will not be replaced. The sale of this vehicle will reduce the Fire Department's fleet by one vehicle. This vehicle is not in good repair and was due for replacement under the City's Fleet Management program. The vehicle was assigned to the City Fire Inspector for his use. The future needs of the Fire Inspector for a vehicle will be accommodated by a schedule that will allow the Fire Inspector, Fire Protection Officer and the Fire Plan Check Inspector to share vehicles that include the department bicycle. Consequently, and in light of the current economic climate, the vehicle is proposed for immediate sale by auction. FISCAL IMPACT It is anticipated that the City will receive $9500 in proceeds from the sale of these two vehicles which will be conducted by West Coast Auctioneers. (1992 Series) A RESOLUTION OF THE COUNCIL OF THE CITY OF SAN LUIS OBISPO DECLARING TWO VEHICLES AS SURPLUS PROPERTY BE IT RESOLVED by the Council of the City of San Luis Obispo as follows: SECTION 1. That the City Council hereby declares that all items of property listed in Exhibit A attached and incorporated herein by reference are surplus property. SECTION 2. Disposal of the property shall be made as determined by sale at public auction or by another method of disposal in accordance with the City's surplus property policy as determined by the Director of Finance to be in the best interest of the City. This unit was replaced in 1991 by a new Pierce City,ID #9180. The Fire Department is requesting that #6904 be declared surplus so it may be disposed of by sale or auction. BD:vrd �7� EXHIBIT B-2 MEMORANDUM TO: /Sheldon, Finance Director FROM: Bill Dugger, Fire Vehicle Mechanic DATE: August 25, 1992 SUBJECT: Surplus Vehicle The Fire Department currently has in its fleet a 1986 Buick Century, City I.D. No. 8702. The Fire Department is requesting that 8702 be declared as surplus so it may be disposed of in auction. With the recent budget crisis, the department has examined its fleet need and is requesting that we temporarily suspending the purchase of a new vehicle.
