SUBJECT: Consideration of approving the 1992-93 annual claim for Transportation
Development Act (TDA) funds totaling $780,029.
CAO RECOMMENDATION: Adopt a resolution approving the 1992-93 TDA claim, and
authorize the CAO to execute the appropriate claim form.
DISCUSSION:
Background
Transportation Development Act (TDA)
The Transportation Development Act (TDA) provides the major source of funding for
public transportation through the regional transportation planning agencies (for the
County of San Luis Obispo, this agency is the San Luis Obispo Council of Governments).
This public transportation funding source is called the County Local Transportation Fund
(LTF). LTF has been in existence since 1972.
Local Transportation Fund (LTB
In each county, TDA creates a LTF for.the transportation purposes specified in the.Act.
Revenues of the LTF are derived from 1/4 cent of the six cent retail sales tax collected
statewide. The LTF is returned by the State Board of Equalization to each county
according to the amount of tax collected in that county.
Payments from the LTF are made by the County Auditor, but only in accordance with
written allocation instructions issued by the San Luis Obispo Council of Governments.
City of San Luis Obispo TDA Claim
In accordance with TDA, transit services are the first spending priority (such as SLO
Transit and the Regional Transit systems). TDA allocations are made countywide based
on population.
For FY 91-92 the City's total entitlement amounts to $780,029, which represents a 20%
reduction from FY 1991-92. The 1992-93 Transit budget has already been reduced to
recognize this reduced amount. Prior to the City's receiving any funding for our City
public transportation programs, through SLOCOG funding formulas, $42,719 is allocated
to the COG for its operations, $246,272 will be allocated to the Regional Transit System
(in addition the Regional systems receives the City's State Transit Assistance (STA) fund
allocation). The Regional Transit draw on the City's TDA for the past two years has been
$135,000 and $191,000 respectively. .

The amount remaining to the City for our operations is $15,705 for bike and pedestrian
programs, and $475,333 for alternative transportation programs.
In order to receive the TDA money apportioned to the City, an annual claim must be filed
which describes how the City will spend the money. Council policy is that all TDA funds
coming to the City should be allocated to alternative transportation programs and
jprojects, and the 1992-93 budget has been approved accordingly. For the Council's
review, this claim is attached (Attachment 1).

FOR MONEY FROM THE LOCAL TRANSPORTATION FUND
BE IT RESOLVED by the Council of the City of San Luis Obispo as follows:
1. To. approve the 1992-93 annual claim for local transportation funds.
2. To authorize the City Administrative Officer to execute the appropriate claim form.
3. To direct the City Clerk to forward one executed copy of the claim and a certified
copy of this resolution to:
