Building Demolition Project: Emerson School Site, City Plan No.
T-30X.
CAO RECOMMENDATION:
By motion, approve contract documents and request for proposal for
Building Demolition Project: Emerson School Site, City Plan No.
T-30X, and authorize soliciting of bids and proposals and contract
awards by CAO if the lowest responsible bid is within the Engineer's
estimate.
DISCUSSION:
The City now owns the vacant Emerson School property in preparation for
the construction of the new Fire station. Construction is scheduled to
begin in July of 1993 .
The building is currently experiencing increasing vandalism. Several
times a week visitors leave behind empty beer bottles and garbage. There
have also been incidents of broken windows, damage to water pipes and
graffiti. The Fire Department is concerned about the situation because
of the hazard and liability resulting from the vandalism, the cost in
manpower needed for cleanup and the poor impression to the area residents
of their new neighbor, the City.
The buildings contain asbestos building materials. These will have to be
removed prior to the actual building demolition by a certified
Contractor. In addition, the City needs to make a request for proposals
and contract with a separate Asbestos Consultant to ensure all the
asbestos is removed properly and to provide required air monitoring and
record keeping. The City currently does not employ anyone with the
proper certification to provide this service.
To maintain the current building schedule, the Fire Department feels it
would be in the best interest to complete the demolition of the
structures at this time with construction to proceed as originally
planned.
CONCURRENCES:
The Planning Department has completed an Initial Study of the
Environmental Impacts for the construction and operation of the Fire
Station. The demolition project has incorporated those mitigations which
apply to that portion of the project, including haul routes and
preservation of trees and other items.

FISCAL IMPACT:
The CIP for 1991/93 (page E-6) includes $2 , 350, 000 for the construction
of the new fire station. The actual building demolition will be funded
by this account.
In the purchase agreement, $50, 000 of the purchase amount was set aside
to cover the mitigation cost resulting from the presence of hazardous
materials that may be discovered. The asbestos removal and Asbestos
Consultant will be funded by this account. Any funds remaining from the
$50, 000 will be paid to the school district.
The engineer's estimate for the project is $80, 000 for the demolition and
asbestos removal, which are encompassed in the Contact Documents, and
$15, 000 for the Asbestos Consultant, which will be handled through the
Request For Proposals.

The City Council at the June 30th meeting determined that the Fire
Station #1 replacement go ahead because it is a public safety related
project.
NOTE: The RFP and contract documents are available for review in the Council
Office.
