SUBJECT: Mass Transportation Committee (MTC) Business Representative
Membership Recommendation
CAO RECOMMENDATION: By motion, approve the appointment of Russell Lambert to
serve as the Business Representative on the Mass Transportation Committee.
DISCUSSION:
Back round
On August 4, 1992, the City Council took action on reappointing Joseph Risser of Cal
Poly and Jim Forrer, Member-at-Large, to additional terms to the MTC. At that time Brian
Christensen, the Student Representative, and Walter Vance, the Senior Representative,
were appointed to two and three year terms respectively.
Staff was also directed to work with both the BIA and the Chamber of Commerce to arrive
at a satisfactory resolution to the appointment of the MTC Business Representative. Staff
met with both BIA and Chamber of Commerce representatives and solicited additional
candidates to be brought forward from these two organizations that would subsequently
be interviewed by a committee made up of Dan Herron of the San Luis Obispo Council
of Governments, Dave Elliott of the City of San Luis Obispo Public Works Department,
and Harry Watson, Transit Manager. The BIA and Chamber jointly suggested three
candidates, each of whom subsequently filed applications. An additional application was
also submitted during this time.
Interviews were held on October 12 with these four strong candidates from the business
community. There was only a four point spread between first and last place in this group
of contenders. Mr. Lambert is being recommended due to his solid understanding of
transit and other transportation concerns (auto, bicycle) and his knowledge of local
government operations. He is committed to the business interests and understands that
transit must grow to support business as well as the community. Appointment of Mr.
Lambert will bring the MTC membership to a full complement. His application is attached.
CONCURRENCE:
Russell Lambert was among the three persons suggested by the BIA and Chamber of
Commerce and thus they concur with the staff recommendation.
