DISCUSSION The State's annual Bicycle Lane Account makes $360,000 available statewide to local agencies for bicycling improvements. A maximum of $90,000 is available to an individual agency and a ten percent local match is required. The deadline for submittal of applications to Caltrans is December 1. The project recommended for submittal will complete an existing gap in the bike lane on the south side of Madonna Road between Oceanaire and Dalidio Drive. This project is estimated to cost $30,000 and has been previously approved for funding by the Council as part of their action on the Bicycle Committee's recommendations last May. Funding of this project through the Bicycle Lane Account will represent a $27,000 savings to the general fund. The project involves drainage pipe and shoulder improvements as well as lane striping. Designs for this project have been prepared by engineering staff and are 90% complete. Please refer to attachments A and B for additional information. FISCAL IMPACT If the City is successful with this application, the fiscal impact would be approximately $3,000 for the required 10% local match. This money would come from the $30,000 currently budgeted for this project in the CIP. (1992 SERIES) RESOLUTION OF THE COUNCIL OF THE CTT'Y OF SAN LUIS OBISPO AUTHORIZING THE SUBMITTAL OF A BICYCLE LANE ACCOUNT APPLICATION TO CALTRANS FOR BICYCLE LANE IMPROVEMENTS ON MADONNA ROAD WHEREAS, the City of San Luis Obispo ("City") supports bicycling as a form of transportation that decreases congestion, air pollution and energy consumption; and WHEREAS, the City has identified a project on Madonna Road that would improve safety and fill an existing gap in the City's bike lane network; NOW, THEREFORE,be it resolved that the Council of the City of San Luis Obispo hereby authorizes the submittal of a Bicycle Lane Account application to Caltrans for the amount of $27,000 for bicycle lane improvements on Madonna Road.
