SUBJECT: Landscape Maintenance Miscellaneous Areas,
Specification No. LS 93-001
CAO RECOMMENDATION:
By motion, approve specifications for "Landscape Maintenance
Miscellaneous Areas" and authorize soliciting of bids and contract
award to the lowest responsible bid by the CAO, if the bid is within
the cost estimate.
DISCUSSION:
Since March 1989, the Parks and Buildings Division has contracted for
landscape maintenance of small park areas, median islands, soundwalls,
and parking lots. The most recent contract had an extension clause which
was exercised. This practice has proven to be cost effective. The
current contract will expire this December 31, 1992 . These
specifications are to obtain bids for landscape maintenance for those
locations served by the current contract plus the following five
additional areas:
1. Bishop Drive - Bishop Drive southwest from Augusta to water tank
driveway, starting 1/1/93.
2. Los Cerros Walkway - At the end of Los Cerros Drive to footbridge at
Highland Drive, starting 1/1/93.
The areas listed below have been developed and are presently being
maintained by the developer and will be released to the city at the dates
indicated:
3. Edna/Islay Creek and Walk _ Tank Farm Road behind Wavertree Street to
beyond Ashmore Street, 4/1/93 .
4. Poinsettia Creek Walk - East fork San Luis Obispo Creek. Walkway
south of Rosemary Court, south to creek both east and west sides of
Poinsettia, starting date unknown.
5. San Luis Drive - San Luis Drive at the end, landscape between the road
and top of creek bank, starting date unknown.
All areas are indicated on the attached map. The new contract period is
through December 31, 1993 with a provision: for extension through December
31, 1994 .
The monthly cost of the current contracts total $3 , 526. 00 per month with
annual costs of $42, 312. 00. Current budgeted annual funds are
$57, 000. 00. However, current fiscal crisis has caused budget reductions

that hold the funding to $44, 300. 00 per year. To have bids come in at
this cost will require very aggressive bidding.
We have built into the bidding process deductive alternates that will
allow us some flexibility to stay within our budget by giving us the
ability to reduce and adjust the work (Alternate bid options, Page 31) or

by rejecting specific areas (From a section, Pages 27 through 30) .
As new areas are developed and become the city's responsibility, there is
a need for a mechanism to assume this responsibility and pay for the
maintenance of the areas. In the past, we have done this during the year
as projects became our responsibility by getting bids and doing a budget
amendment request. This last year, as noted above, we have added five
areas to our responsibility. Two of these areas are ready for city
maintenance at this time and three will be ready for city care in the
near future. If this approach is not acceptable, then perhaps one of the
following alternates may be:
Alternate 1 - Investigate the development of assessment districts; City
to provide funds to perform this work.
Alternate 2 - Reduce the task and frequencies on all areas maintained to
allow coverage of the new areas. This alternate is not desired and would
detract from San Luis Obispo.
Alternate 3 - Eliminate or discontinue work on some of the areas worked
on. This would detract from San Luis Obispo and is not desired.
These alternates are offered as ways to come to grips with our increasing
maintenance responsiblities in light of the budget situation.
FISCAL IMPACT:
Estimate $44, 300. 00. 00/year
The Parks & Landscape Operating Budget (D-71) currently includes $57,300
for this work, but with the current fiscal crisis reductions of $13 , 000
were made thereby leaving $44, 300.
