SUBJECT: Sewermain Improvement Project: Prefumo Creek Crossing near Oceanaire, City Plan No. S42R. CAO RECOMMENDATION: By motion, approve plans and specifications . for Sewermain Improvement Project: Prefumo Creek Crossing near Oceanaire, City Plan No. S42R, and authorize soliciting of bids and contract award by CAO if the lowest responsible bid is within the Engineer's estimate. DISCUSSION: The sewerline now crossing Prefumo creek is a gravity line, the top of which is exposed at the creek flowline. There is also a manhole in the creek flowline. The manhole has been capped with concrete after heavy flows in the sewer during storming, popped the manhole lid off. The creek in this area has been slowly deepening over the years and is threatening to undermine the sewerline and cause it to break loose of the manhole and dump sewage into the creek. The existing line is a 15 inch line and carries approximately one third of the City' s sewage into the plant. The Utilities Department is requesting the line be replaced as an inverted siphon to provide several feet of cover for the pipe. This project was not originally included in the list of projects to be completed this year, but was deemed an emergency project. It is uncertain if the Department of Fish and Game willlet us work in the creek area this late in the year. If wet weather prevents the work now, we will complete the project in the spring. CONCURRENCES: The Planning Department has given this project a categorical exemption. FISCAL IMPACT: The engineer's estimate for the project is $26, 500. The 1991-93 Financial Plan (page E-7) identified $250 , 000 for 92-93 collection system improvements. . During the sewer fund review, staff determined that only those projects deemed an emergency should proceed this year, even though funds had been approved in the Financial Plan process. Funding is available to support this activity. The City Council at the June 30th meeting determined that Utility CIP projects go forward based on their independent funding. Plans and specifications are available in the Council Office for review.
