Contract Change Order No. 1 for Traffic Signal Upgrade: Santa Rosa
at Monterey, Santa Rosa at Palm,. and Santa Rosa at Mill - City Plan
No. T -14C
CAO RECOMMENDATION:
By motion: 1) Approve Contract Change Order No. 1 in the amount of
$10,781.35 to Lee Wilson Electric Company, and 2) Approve the budget
amendment request transferring $4,600 from the signal upgrade at
Madonna / Oceanaire account to the project account.
DISCUSSION:
Last summer the City received one bid on this project from Lee Wilson
Electric Company in the amount of $114,134. Because this bid far
exceeded the engineer's cost estimate, the City rejected it and modified
the plans and specifications to bring project cost closer to a revised
estimate of $80,500. After readvertising, the City again received one
bid from Lee Wilson in the amount of $78,970 and awarded the contract.
At the pre -job conference, staff discovered that replacement of one
signal controller had been inadvertently eliminated from the modified
plans, and the contractor's representative claimed he had not included
this work in the bid. Contract Change Order No. 1 in the amount of
$10,781.35 restores installation of a new controller system to the
contract work: Replacing the existing obsolete controller is absolutely
necessary to maintain signal operation, because that controller cannot be
interconnected to controllers at other intersections and could fail at
any time. Further, since the existing controller is no longer
manufactured, replacement parts and technical assistance are unavailable.
FISCAL IMPACT:
Base contract price: $78,970
Change Order No. 1: 10,781
Subtotal: $89,751
Less amount budgeted: - 85,180
Additional budget needed: $ 4,571
Funds for this transaction will be taken from the temporarily deferred
signal project upgrade at Oceanaire and Madonna Road, leaving $65,400 in
that.project budget.

increase or decrease contract quantities, as follows:

Controller /cabinet /adapter assembly, including two type 170 controllers
with Bitran type 210 software, and other appurtenances as may be needed
for interconnected operation.
We, the undersigned contractor, have
given careful consideration to the
changes proposed and hereby agree, if
this proposal is approved, that we will
provide all equipment, furnish all
materials, except as may be noted above
and perform all services necessary for
the work above specified, and will
accept as full payment therefor the
prices shown above.
