DISCUSSION: The National Small Business Administration Tree Planting Program For 1993 provides a grant of Federal money that is dispersed by The California Department of Forestry and Fire . Protection (CDF) as a percentage of local funds that are spent on planting street trees, freeway screening, erosion control and tree replacement. Our proposal for this grant is to plant 413 trees at 15 separate locations as per the attached map (Exhibit 1) . Individual site plot plans and photos can be seen in the grant proposal. The reimbursement made by CDF is based on the application estimate or the construction cost, whichever is lower. Applicants are expected to make at least a 37% match of the total project amount. The match, or in-kind contribution, includes the costs associated with planning and administering the planting project as well as maintaining and caring for the trees during the three year maintenance period. The in-kind services will come from our operating budget over the next three years, as well as city equipment such as the water truck. No additional staff or operating budget is being requested. The City will also spend an estimated $18,424 on a pending contract to landscape the Corp Yard and Water Reclamation property frontage along Hwy. 101 from Prado Road to Los Osos Valley Road for an irrigation system. An estimated five percent replacement cost ($1,744 in operating budget) is also anticipated. We can count all of this as in-kind contributions. The following expenses are reimbursable upon successful completion of the proposed project: - the cost of purchasing trees from small business nurseries, - the cost of using small businesses to plant trees, - planting material (needed at the time of planting) purchased from small businesses, including stakes, ties, soil amendments, fertilizer, root barriers, tree guards, etc. 6 i��1�i1�6►►►�IIIIIIIII��'j���llll city of San tins OBISPO COUNCIL AGENDA REPORT CY 93-004 Page Two These expenses ($56, 000) are paid by the City to the contractors and then billed under the grant provision to CDF for reimbursement to the City. The following expenses are not reimbursable, but are considered IN-KIND CONTRIBUTIONS. In-kind contributions shall include the cost or value of: 1) providing care and maintenance for a period of three years after the planting of the trees, 2) planning, administering, and supervising the project, 3) other work associated with the completion of the project including, site preparation, irrigation systems, purchase and planting of vegetation other than trees, 4) trees grown by the applicant for use in the project, 5) the 20% administrative fee paid to CDF. In kind contributions shall not include any value attributable to the land, payment for land or land charges of any kind. FISCAL IMPACT Execution of this agreement will provide the City with $56, 600.00 as the National Small Business Administration Tree Planting Program for 1993 share of work to be accomplished. However, this $56, 000 must first be paid by the City to the contractor, and then billed to CDF for reimbursement. Grant (reimbursable) $ 56, 000 In-Kind Cost (non-reimbursable) $ 70.700 Total Project Cost $126,700 FUNDS AVAILABLE: The Financial Plan FY 1992-93 budget does not provide funds for this project. $11, 200 is needed for the 20% administration fee to CDF. The funds should come from a parks project for , installing sand and edging, leaving that project $21,800. When that project actually goes forward, if additional money is needed it will come from the park-in-lieu fee account. (1993 Series) A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN LUIS OBISPO APPROVING A GRANT APPLICATION TO THE NATIONAL SMALL BUSINESS ADMINISTRATION TREE PLANTING PROGRAM FOR 1993 FOR THE CITY OF SAN LUIS OBISPO TREE PLANTING PROJECT CITY PLAN NUMBER CY 93-004 WHEREAS, the National . Small Business Administration Tree Planting Program for 1993 , which provides money to the State of California and political subdivisions for urban forestry programs; and WHEREAS, the California Department of Forestry and Fire Protection has been delegated the responsibility for administering the grant program within the State and for setting up necessary procedures governing application by local agencies and non-profit organizations under the grant program; and WHEREAS, the procedures established by the State Department of Forestry and Fire Protection require applicants to certify by resolution approval of applications before submittal to the State; and WHEREAS, the City of San Luis Obispo will enter into an agreement with the State of California to carry out its tree planting project; NOW, THEREFORE, BE IT RESOLVED, the City Council of the City of San Luis Obispo: 1. Approves filing an application to the National Small Business Administration Tree Planting Program for 1993 for state assistance on the City of San Luis Obispo Tree Planting Project; i 2 . Certifies that the City of San Luis Obispo has or will have sufficient money to operate and maintain the project; and Resolution No. (1993 Series) 3 . Certifies that money under the jurisdiction of the City of San Luis Obispo is available to begin the project; and 4 . Certifies that the City of San Luis Obispo will spend grant money before August 31, 1994; and 5. Appoints John Dunn, City Administrative Officer, as agent for the City of San Luis Obispo to conduct all negotiations and execute and submit all documents, including, but not limited to, applications, agreements, amendments, payment requests, and so on, which may be necessary to complete the project.
