SUBJECT: Anholm Park Improvements (Mission Playlot)
Play Equipment Purchase, Spec. No. CY 93-005 (S19Y)
RECON MMMATION:
Approve modifications to this project as described in this report
and proceed as follows:
A. Approve specifications for play equipment, (Exhibit A, attached,
Spec. No. CY 93-005) ;
B. Direct staff to advertise for bids for the play equipment, as
specified, and authorize CAO to award contract.
DISCUSSIONt
On August -2.5. 1992, bids were received for the original project and
rejected because the low bid exceeded the budget.
Staff still wishes to see the project built but, due to budget
constraints and the high cost of the various parts of the design,
recognizes that the project cannot be completed as originally envisioned
without a significant change in the way the project is carried out.
Staff recommends we .segment the project into parts. In the first part,
we request bids from the suppliers of the play equipment and purchase and
install them using City forces. This would please the neighborhood and
improve the area for the children. The City would also purchase and
install bark, sand, a decorative trash can, a picnic table and benches.
These items would be purchased by the department under Purchasing
Procedures 207-A and B.
The balance of the project could be completed over a period of time using
City forces and volunteer groups, as funds become available. The project
would be stretched out. The final product would be as planned and
approved by the City in the original Plan S19Y.
SIGNIFICANT IMPACTS:
The most significant impact will be that this project will be able to
move ahead and the most significant part of it, the playground equipment,
will be available to the children.
Of the originally designed plan the following items will not be done at
this time.
Fencing around the perimeter of the project and across the front,
old concrete and fencing would not be removed, drainage and
irrigation equipment would not be installed, DG surface between the
proposed hard surfaces and the play areas, turf and ground cover
would not be planted, drinking fountain and bike rack would not be
installed, the well cap would stay, and the Anholm plaque would not
be installed. The .estimated value of these items is estimated to
cost $37, 000 if done by contract. Most of these items lend them
selves to being completed by volunteer groups and minor city
projects by staff for far less cost. /�

CITIZENS PARTICIPATION:
This project has had considerable citizen participation. The idea of
renovation of this area was begun by regular users of the playlot. The
citizens are willing to help in all ways, from raising funds to helping
with the construction and donating the signage.
CONCURRENCES:
The original project was supported by the Parks and Recreation Department
and Commission. The Community Development Department, the Architectural
Review Commission and the City Council have all approved the original
design. The project has been given an environmental clearance by the
Community Development Department (status Categorical Exemption) .
The neighbors and the Parks and Buildings staff are anxious for this
project to move ahead. Greg Macedo and Alexa Slem, neighbors of the
park, and who have been part of the on-going efforts to get this project
started from within the neighborhood, are aware of this proposal and
support the recommendation.
PURCHASING PROCEDURE:
The provisions of the Financial Management Manual Section 207-C apply.
FISCAL IMPACT:
The cost estimate of material purchases for this phase is as follows:
Play Equipment - to be purchased by this contract $26,000
Other purchases to be purchased by minor contracts by department
Sand and Bark 5, 000
Decorative trash can, picnic table and benches 1,200
Total expenditures $32,200
FUNDS AVAILABLE:
FY 1991-93 CIP Project, Park Renovations, includes $35, 975 for the
