SUBJECT:
Watermain Improvement Project: Johnson - Monterey to Buchon and
Pismo - Johnson to SPRR, City Plan No. T07P.
CAO RECOMMENDATION:
By motion, approve plans and specifications for Watermain
Improvement Project: Johnson - .Monterey to Buchon and Pismo -
Johnson to SPRR, City Plan No. T07P, and authorize soliciting of
bids and contract award by CAO if the lowest responsible bid is
within the Engineer's estimate.
DISCUSSION:
The waterline in Johnson Avenue is currently a ten inch line. The line
has experience several breaks in recent years. This project was included
in a list of projects to be completed this year. The Utilities
Department has requested that this line be replaced. The Fire Department
has requested the addition of some hydrants.
The Utilities Department determined that because the Pismo Street line
coming off of Johnson is a two inch line and therefore, undersized by
City standards, it should be added to the project. It has also broke in
the past.
The Utilities Department has also requested requiring night work for the
connection at Monterey. Due to the age of the lines north of Monterey,
there are very few valves in this area. To shut the water off to make
the necessary connections, the water will be off north west of Monterey
all the way to the freeway and over to Toro Street, as well as up
Monterey toward the Railroad. The Utilities Department is planning to
utilize the shut down to cut in some additional valves above Monterey to
prevent this occurrence in the future.
CONCURRENCES:
The Planning Department has given this project a categorical exemption.
FISCAL IMPACT:
The engineer's estimate for the project is $174, 000. The CIP for 1992/93
(page E-7) includes $600, 000 for watermain improvement projects.
$319,000 has been identified for other projects leaving $335, 000 to
support this project.
The City Council at the June 30th meeting determined that Utility CIP
projects go forward based on their independent funding.
