FROM: Ken Hampian, Assistant City Administrative Officer Prepared By: Deb Hossli, Administrative Analyst \; SUBJECT: Appointment of Councilmember Settle to the FEMA/ESP Board of Director CAO RECOMMENDATION: Authorize the Mayor to send a letter nominating Councilmember Settle to the FEMA/ESP Board of Directors. DISCUSSION: The FEMA/ESP Board is responsible for allocating grant monies received from the Federal Emergency Management Agency's (FEMA) Food and Shelter National Board Program and the State of California Emergency Shelter Program (ESP). The grant monies are allocated to non-profit agencies that provide emergency services such as food, shelter, rental and utility assistance. Over the past twelve months, the Board has allocated over $100,000 to non-profit agencies throughout the county. The FEMA/ESP Board is currently seeking nominations to serve on their Board for 1993 (January 1, 1993 through January 1, 1994). The Board is currently composed of a combination of non-profit social service agencies (e.g., Red Cross and Salvation Army), religious institutions, various government agencies, and local elected officials. The County's Director of Social Services currently serves as Chair of the Board. Councilmember Settle has expressed interest in serving on the FEMA/ESP Board. As such, the Mayor recommends that a letter be forwarded by her on behalf of the Council to the FEMA/ESP Board nominating Councilmember Settle as a member of the Board. Box 8100 San Luis Obispo, CA 93403-8100 Dear Mayor Pinard: Each year our County receives two allocations of funds to be used by non-profit community agencies to provide emergency services such as food, shelter, rental or utility assistance. In the past twelve months, these two funding sources have allocated over $100,000.00 to San Luis Obispo County. The funding sources are the Federal Emergency Management Agency's (FEMA) Food and Shelter National Board Program and the State of California Emergency Shelter Program (ESP) . The local FEMA/ESP Board is soliciting names for consideration as new board members. Board Members make decisions on which community agencies receive funds and monitor the use of those funds. The board meets approximately six times a year from November through April . If you, a member of your City Council or your designated representative would like to have a voice in the distribution of these funds, submit a letter nominating yourself or someone else you would view as appropriate for this function. These letters should be directed to the FEMA/ESP Board, P.O. Box 8119, San Luis Obispo, CA 93403, to my attention.
