DISCUSSION:
The City Charter gives the Council authority to establish temporary_ ad hoc citizen
committees. During budget goal setting sessions, Council endorsed the concept of an
Economic Strategy Task Force (ESTF) to implement a more defined, proactive Economic
Stability Program. The charge of the ESTF would be to develop recommended economic
goals and strategies. Preliminary recommendations should be completed by June, 1993.
ESTF membership should emphasize business expertise, but also include other
representation. Every effort has been made to include all business sectors recommended
by other cities, and as agreed at the budget study session held on 2/16/93. Those
recommendations included:
Manufacturing Retail
Agriculture Education
Banking & Finance Service Businesses
High Tech Industry Environmental
Building/Real Estate Neighborhood
Hotel, Restaurant Conservation
Should Council eventually choose to make the ESTF a permanent committee, it would be
altered to the standard seven member committee.
SUMMARY:
Thank you very much for the honor of coordinating a suggested Economic Task Force
Committee. The diversity in my recommendations reflect the function of the committee,
intended to operate as a strategic planning unit; determining needs,brainstorming ideas and
strategies to align San Luis Obispo,to-effectively seize opportunities and achieve the highest
economic performance within our unique community values. The task force is charged with
preliminary recommendations to be made in June 1993 to provide an immediate "injection"
into our economy.
Careful consideration has been given to include suggestions from all candidate names
submitted, and to provide an appropriate balance among business sectors. A full listing of
candidate submissions is available in the Council Reading File.

RESOLUTION NO. (1993 series)
A RESOLUTION OF THE CITY COUNCIL
OF THE CITY OF SAN LUIS OBISPO ESTABLISHING THE
ECONOMIC STRATEGY TASK FORCE
AS AN AD HOC COMMITTEE
WHEREAS, the City Council recognizes the need to assemble experts from a wide
variety of business professions to address the economic stability of San Luis Obispo; and
WHEREAS, the City Council has endorsed the concept of an Economic Strategy
Task Force with the goal of implementing a more defined, proactive Economic Stability
Program.
NOW, THEREFORE, BE IT RESOLVED BY THE SAN LUIS OBISPO CITY
COUNCIL that:
Section 1. An ad hoc special purpose committee, to be known as the"Economic
Strategy Task Force" is established. The members shall be appointed by the City Council
in a manner, and for a term of office, determined by the City Council at the time of
appointment.
Section 2. The Economic Strategy Task Force shall perform the following
principal functions:
a) To develop recommended economic goals and strategies based upon
Council direction.
b) Goals and strategies should be completed in the form of a
recommendation to Council by June, 1993.
c) An evaluation and progress report shall be presented to Council in
October 1993.

REFERRALS TO THE
ECONOMIC STRATEGY TASK FORCE
During the City Council Goal Setting Workshops of February 6th and 9th, individual
Councilmembers offered several ideas for consideration by the Economic Strategy Task
Force. These ideas are outlined below:
■ Consider ways to enhance tourism by promoting and protecting the City's natural
resources and cultural heritage.
■ Recommend programs and incentives that retain/expand existing businesses and
attract "desirable/targeted" new businesses.
■ Consider ways to improve the opportunity for local businesses to obtain contracts
in the local market.
■ Consider the role the public and private sectors can play in ensuring fair
commercial lease rates.
■ Evaluate what the City's population base can reasonably support in the way of
commercial development.
Consider the impact "mega-stores" have on smaller locally owned businesses.
■ Determine the kind of.businesses the City should attempt to attract and retain so
that revenue generated is "new dollars".
■ Consider how the community can develop in a way that meets the needs of the
present while also providing long-term enhancement.
Identify incentives that will assist in new small business start-up, including the
possibility of business tax and home occupation permit fee waivers for "hardship"
cases (similar to the City's Utilities Assistance Program).
■ Streamline the City's development review process, consistent with achieving the
City's quality standards and preserving procedural safeguards.
■ Consider the role of special events in supporting the City's economy, including the
establishment of another Poly Royal-like event.
■ Consider the role the Performing Arts Center at Cal Poly can play in supporting the
City's tourist economy.

SUBJECT: Nominations to Economic Strategy Task Force
As a follow-up to last nights meeting, attached are suggested membership categories for
the Economic Strategy Task Force. In submitting names to me, it would help if you would
note which sector you believe would be represented by your respective nominations.
However, and although. having the proper "mix" of sectors on the Task Force is a
desirable goal, it is perhaps moreimportant that we appoint the right individuals. The
success of the Task Force will depend heavily upon the skills and abilities of the
individuals, and their ability to work with one another toward a common goal. I ask that
you keep these thoughts in mind as you develop your list of suggested members.
In terms of timing, if nominations are returned to me by February 18th, then the Task
Force can be appointed during the Council meeting of March 2. If, however
Councilmembers need additional time, then the appointments can be made at the March
16th meeting - still in advance of the planned workshop.

The Business Improvement Association Board of Directors
would like to request that Betsey Lyon, owner of Graham' s
Art Store, and Tom Brown, President, Brown's Shoe Fit
Company, be considered for appointment as alternates to the
Economic Strategy Task Force-.
As members of the BIA Board during the development of the
Economic Workshop and City Council Goal Setting process,
these downtown retailers have knowledge of the concerns and
desires of the downtown business community. We feel that
this information will be helpful to the Task Force.
We would ask your consideration in appointing them as
alternates to the Task Force. Please feel free to contact
