DISCUSSION: The term of Frank Martinez will expire on March 31, 1993. The subcommittee reviewed all current applications on file and scheduled interviews with five applicants. The Subcommittee is pleased to recommend the reappointment of Frank Martinez to a four- year term. A copy of his application is attached. We would also like to recommend the appointment of Robert Grayson to fill any vacancy that may come about in the next year. A copy of his application is also attached. During the interview process,the members of the subcommittee discussed the limited duties of the Personnel Board which hears only occasional personnel appeals. The subcommittee feels that the City should make better use of the skills represented on the Personnel Board, extending perhaps to advice on personnel matters such as training, regulations and lay-offs. The subcommittee feels the idea should be explored more fully and hereby recommends that a joint meeting be set up between the City Council and the Personnel Board, or between committees representing each board.
