SUBJECT: Appointment Recommendation to the Mass Transportation Committee (MTC)
CAO RECOMMENDATION:
By motion, reappoint Mr. Ken McCracken to a one-year term to expire
March 31, 1994, and appoint Dr. Walter Rice to a four-year term to expire March
31; 1997
DISCUSSION:
The terms of two current appointees will expire on March 31, 1993. Ken McCracken, the disabled
representative, has served seven years and is eligible for one more year. Karl Hovanitz, the technical
representative, has served the maximum eight years allowed.
Applications to fill the positions were sought by the City Clerk's office and were advertised in the
Telegram Tribune. Two applications were received for the technical position and one application was
received for the disabled position. The MTC has been designated by the City Council as a "Special
Purpose" committee and therefore no Council liaison committee involvement in the selection process was
required. As such, a committee made up of Wayne Peterson, City Engineer, and Harry Watson, Transit
Manager, interviewed the applicants for the technical position and selected Dr. Walter Rice to recommend
for the appointment as technical representative. Mr. McCracken was the sole applicant for the disabled
representative position, and therefore was recommended for reappointment. The position will need to
be readvertised in one year.
Dr. Rice brings to the committee a history of involvement with transit in San Luis Obispo that predates
both the City's transit system and the MTC. Being a department head and professor of Transportation
Economics at Cal Poly, as well as having previously served eight years on the MTC (having been off the
MTC for the past year), he is well qualified for the reappointment.

I served on the Mass Transit Committee since its inception in, 1971 except for this past
year. My interest in transportation is lifelong and this factor coupled with academic
training, transportation consulting, and professional' activities including Cal Trans Division
of Rail makes me qualified to make a substantial contribution to the continuing developmel
and operation of SLO Transit.
