Consider recommendations from the Promotional Coordinating Committee for grants to community organizations and determine the appropriate level of City support for 1993-94; however, do not authorize the recommended banner hanging fee waiver for Artemis. 2. Adopt a resolution authorizing staff to develop and execute agreements with each grant recipient as described in Exhibit "A" attached to the Resolution and inclusive of any modifications made by the Council during the public hearing. DISCUSSION: Background In January of this year, the Promotional Coordinating Committee (PCC) began its annual grants process. Notices advertising the ' availability of grants for local non-profit organizations that promote cultural, economic and recreational services in the city were placed in-the Telegram-Tribune. In addition,prior year grant recipients were mailed notices advising them of the time frame for the 1993-94 grants process. A mandatory workshop was subsequently held for prospective applicants to review the grant application, emphasize the Council's criteria and the PCC's expectations for the applications, and answer any questions of applicants. Completed applications were due to the City in February. The PCC received 27 applications requesting a total of $122,200. This compares with 21 applications in 1992-93 requesting $159,000. As in the past, the majority of the applications were geared toward cultural activities. However,the PCC did receive one application oriented toward recreation from Babe Youth Baseball (for support of a regional all-star tournament). Copies of the 1993-94 grant applications are available for Council and public review in the City Clerk's Office. Review Process Upon receiving the grant applications, the PCC convened a subcommittee to thoroughly review the applications and formulate preliminary grant recommendations. In conducting the review, the subcommittee evaluated the applications against the Council approved PCC Grants-In-Aid assessment criteria (See Attachment 2). The subcommittee's preliminary recommendations were then presented to the full ommission for action during the PCC's regular May meeting. During the May meeting, the PCC reviewed the subcommittee's recommendations, modified them as necessary to reflect group consensus, and set a public hearing to present the recommendations to the applicant agencies. It is important to note that developing recommendations for 1993-94 process was particularly difficult for the PCC given the fact that there were six new applicants. In order to free up monies for the worthy new applicants, the PCC was forced to lower grants for some of the City's long-standing grant recipients. In addition, the fierce competition forced the PCC to focus their application review on the benefit to the City's residents and hospitality industry. As such, the PCC wants to emphasize that a lowered grant recommendation for 1993-94 is in no way a reflection on the quality of the organization or services provided. Funding Recommendations A public hearing was subsequently held on May 26, 1993 to formally present the Commission's 1993-94 Grants-In-Aid recommendations to the applicant agencies. During the meeting, all applicants were given an opportunity to address the PCC regarding their recommendations. The meeting lasted over two hours, with several of the long-standing grant recipients expressing concern with their recommendations for lowered grant levels. The PCC acknowledged their concerns, explained the rationale, behind their recommendations, unanimously adopted their recommendations as presented and directed staff to forward the recommendations to the City Council for final action. Generally, the PCC's 1993-94 final grant recommendations: • Total $75,800 (no monies were allocated toward a reserve). • Provide City funding to all 27 agencies; grants range from $1,000 to $6,300. Provide funding to six new applicants. Attempt to provide "seed" money to newer applicants to foster further development and qualify for other matching funds. • Promote self-sufficiency for more mature organizations by gradually reducing City funding dependence. The PCC is also recommends that the banner fee assessed to Artemis for advertising their annual Shakespeare Festival be waived. This fee totals $120 annually and reflects the City's ��,��► ��uIIIIIi�IpnN�����ll city of San LUIS OBISPO COUNCIL AGENDA REPORT costs for installing the banner at Mission Plaza. Staff does not concur with this recommendation. The City has had a longstanding policy of charging for all banner hangings in the downtown. To waive the fee for one cultural group would be inequitable and unfair. A more detailed discussion of the individual grant recommendations can be found in Attachment 1. A member of the PCC will be available to the Council at the public hearing to respond to any inquiries. Contracts Upon Council adoption of grant amounts, staff will enter into contracts with each of the qualified organizations. Contracts are then monitored by the PCC and staff throughout the year. FISCAL IMPACT: The 1993-95 Financial Plan contains $75,800 for the PCC Grants-In-Aid program. (1993 SERIFS) A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN LUIS OBISPO AUTHORIZING FUNDING TO TWENTY-SEVEN AGENCIES IN THE AMOUNT OF $75,800 FOR FISCAL YEAR 1993-94 THROUGH THE PROMOTIONAL COORDINATING COMMITTEE WHEREAS, in the past, the City of San Luis Obispo has authorized and distributed Grants-In-Aid funding to community organizations which provide economic, cultural, and recreational services to residents and visitors; and WHEREAS, funding for the Grants-In-Aid program has been included in the 1993-95 Financial Plan for the City of San Luis Obispo under Community Promotion Programs in the amount of$75,800. NOW, THEREFORE, BE IT RESOLVED by the Council of the City of San Luis Obispo as follows: SECTION 1. Committee Comment: Recommended grant will allow the group to fund 100% of the expenses identified in their proposal (e.g., artist fees, advertising/promotion expenses). Committee also recommends that the City waive banner hanging fee. 3. Committee Comment: Recommended grant will provide funding for one-third of the costs of the Directory. 5. SAN LUIS OBISPO BABE RUTH BASEBALL 1992-93 GRANT AMOUNT N/A 1993-94 REQUEST $2,000 RECOMMENDATION $29000 Request Summary: Babe Ruth Baseball is requesting funding to offset a portion of the costs associated with the 1993 Pacific Southwest Regional All-Star Tournament. Committee Comment: Recommended grant will provide seed money toward the costs associated with the Tournament. 6. SAN LUIS OBISPO COUNTY BAND 1992-93 GRANT AMOUNT $2,200 1993-94 REQUEST $3,200 RECOMMENDATION $37000 Request Summary: The County Band is requesting funding to increase musician participation and the number of public performances. Committee Comment: Recommended grant will provide funding for a majority of,the expenses identified in the group's proposal. 7. Committee Comment: Recommended grant will allow the group to fund the advertising/promotion and printing expenses identified in their proposal. 9. CHILDREN'S CREATIVE PROJECT (ITALIAN STREET PAINTING) 1992-93 GRANT AMOUNT $6,400 1993-94 REQUEST $10,000 RECOMMENDATION $6,300 Request Summary: The Children's Creative Project is requesting funding to offset a portion of the expenses associated with their annual Italian Street Painting Festival. Festival proceeds will benefit arts education programs for SLO area elementary schools. Committee Comment: Recommended grant will allow the group to fund a majority of the advertising/promotion expenses identified in their proposal. 10. CAMA 1992-93 GRANT AMOUNT $1,000 1993-94 REQUEST $2,000 RECOMMENDATION $1,000 Request Summary: CAMA is requesting funding to for two in-City concerts scheduled for November 1993 and March 1994 and educational outreach' programs. CIVIC BALLET OF SAN LUIS OBISPO 1992-93 GRANT AMOUNT N/A 1993-94 REQUEST $8,000 RECOMMENDATION $1,000 Request Summary: The Civic Ballet is requesting $8,000 to offset expenses associated presenting the December 1993 performance of the Nutcracker (e.g., new dance floor, snow scene back drop, and printing costs). Committee Comment: Recommended grant will allow group to fund the printing expenses identified in their proposal. 12. COMMUNITY CONCERTS ASSOCIATION 1992-93 GRANT AMOUNT $2,500 1993-94 REQUEST $3,250 RECOMMENDATION $2,125 Request Summary: Community Concerts is requesting funding for two free student concerts scheduled for October 1993 and January 1994. Committee Comment: Recommended grant will allow group to fund half of the youth concerts planned for the upcoming fiscal year at the High School and Junior High. 13. CUESTA COLLEGE ART GALLERY 1992-93 GRANT AMOUNT $3,280 1993-94 REQUEST $5,200 RECOMMENDATION $29100 Request Summary: The Art Gallery is requesting funding for two visual art exhibitions with lecture and performance components. Committee Comment: Recommended grant will allow group to fund materials for exhibit installation (e.g., matting and framing), event announcements, graphic design needs, and advertising expenses. 14. CUESTA COLLEGE PUBLIC EVENTS 1992-93 GRANT AMOUNT $2,000 1993-94 REQUEST $3,800 Page 6 Summary of GIA Recommendations RECOMMENDATION $22500 Request Summary: Cuesta College Public Events is requesting funding to offset a portion of the costs associated with five classical recitals and one adjudication (e.g., expenses such as advertising, printing, piano tuning, etc.). Committee stipulates that monies must be used to benefit youth from San Luis Obispo. 16. Committee Comment: Recommended funding will allow the group to fund the advertising/promotion/printing and other general expenses identified in their proposal. 19. SAN LUIS OBISPO LITERACY COUNCIL 1992-93 GRANT AMOUNT N/A 1993-94 REQUEST $4,000 RECOMMENDATION $1,000 Request Summary: The Literacy Council is requesting funding to offset a portion of the expenses associated with presenting an annual Poetry Festival. Committee Comment: Recommended funding will allow the group to fund the advertising/promotion/printing and other general supplies identified in their proposal. It should be noted that the City has already committed to providing free .use of the City/County Library Community Room for the event (this is valued at $500). 20. MUSIC AND ARTS FOR YOUTH 1992-93 GRANT AMOUNT $3,040 1993-94 REQUEST $4,250 RECOMMENDATION $3,565 Request Summary: MAY is requesting funding for artists fees, promotion, and general expenses connected with providing concert events. Committee Comment: Recommended funding will allow the group to fund a majority of the advertising/promotion, artist fees and other general expenses identified in their proposal. 21. MISSION PLAZA CULTURAL COALITION 1992-93 GRANT AMOUNT N/A 1993-94 REQUEST $3,000 RECOMMENDATION $3,000 Request Summary: The Coalition (Children's Museum, Art Association, Historical Museum, Page 8 Summary of GIA Recommendations Little Theatre, etc.) is requesting funding to produce a joint brochure to promote Mission Plaza as a cultural center. Committee Comment: The Committee is recommending full funding to this group. 22. MOZART FESTIVAL 1992-93 GRANT AMOUNT $5,600 1993-94 REQUEST $7,000 RECOMMENDATION $5,000 Request Summary: The Festival is requesting funding to help offset the costs of presenting 18 performances throughout the county. Committee Recommendation: Recommended funding will allow the group to fund a majority of the artist fee expenses identified in their proposal. 23. MYSTIC KREWE OF KARNIVAL 1992-93 GRANT AMOUNT $3,200 1993-94 REQUEST $4,000 RECOMMENDATION $39000 Request Summary: Mystic Krewe is requesting funding to offset a portion of the expenses associated with providing the annual Mardi-Gras parade. Committee Comment: Recommended funding will allow the group to fund the advertising/promotion/printing, band lodging, and 'decoration expenses identified in their proposal. Committee would encourage group to have necklaces made at Achievement House. 24. PACIFIC REPERTORY OPERA 1992-93 GRANT•AMOUNT - $2,400 1993-94 REQUEST $3,800 RECOMMENDATION $2,000 Request Summary: The Opera is requesting funding for sets and costumes for their March 1994 opera production. Committee Comment: Recommended funding will allow the group to fund a portion of the expenses identified in their proposal. 25. SAN LUIS OBISPO COUNTY SYMPHONY 1992-93 GRANT AMOUNT $5,600 1993-94 REQUEST $7,000 RECOMMENDATION $39000 Request Summary: The Symphony is requesting funding to offset artists fees during their 1993-94 season. Committee Comment: Recommended funding will allow the group to fund a portion of the expenses.identified in their proposal. 26. SAN LUIS VOCAL ARTS ENSEMBLE 1992-93 GRANT AMOUNT $3,200 1993-94 REQUEST $4,000 RECOMMENDATION $29300 Request Summary: The Ensemble is requesting funding to offset ongoing expenses associated with providing four concerts in San Luis Obispo. Committee Comment: Recommended funding will allow the group to fund the advertising, artwork and uniform expenses identified in their proposal. 27. SAN LUIS OBISPO COUNTY YOUTH SYMPHONY 1992-93 GRANT AMOUNT $2,800 1993-94 REQUEST $3,500 RECOMMENDATION $2,035 Request Summary: The Youth Symphony is requesting funding for conductors and youth coaches to support their 1993-94 season. Committee Comment: Recommended funding will allow the group to fund a portion of the expenses identified in their proposal. \I:pccgia.93 ACHMENT 2 PROMOTIONAL COORDINATING COMMITTEE GRANT APPLICATION ASSESSMENT CRITERIA The City of San Luis Obispo's Promotional Coordinating Committee, under direction of the City Council, recognizes that cultural and promotional organizations make significant contributions to the overall quality of life in San Luis &Ibispo. In order for these organizations to achieve their goals, financial support is necessary. The City of San Luis Obispo's Grant Program is one funding source helping these organizations to meet their promotional costs. Given the limited amount of funds available for cultural organizations, it is imperative that these funds be made available to those in greatest need, and which demonstrate their ability to serve the overall community. There is a "needs", a "financial resources", and a "service level" element in setting priorities. The Promotional Coordinating Committee will make every effort to bring these items into balance in their assessment process. With these objectives in mind, and in order to maintain a non-discriminatory approach in the recommended allocation of funds, the following assessment criteria will be used. Applicants should be aware that there is no assurance that funding will be available to them in any fiscal year. Long term dependence on City funding is discouraged. 1. Applicant organization must have a clearly stated purpose and function and be responsible for the planning and provision of a cultural program. 2. Applicants must demonstrate that they have the managerial and fiscal competence to complete the proposed project. 3. Preference will be given to those organizations which intend to use grant funding for direct programming, and which provide a clear description of how they intend to use City funding. 4. The organization shall give evidence that they have pursued other sources of financial support, and that they have examined and weighed the financial ability of the target population to support their program or event. 5. The organization must extend its program to the general public and may not exclude anyone by reason of race, religion, ethnic background, or any other population covered by State or Federal law. 6. The organization must be willing to evaluate itself according to established criteria, to ensure that standards of service, goals, and objectives are being met. The applicant organization must be willing to participate in an evaluation process as requested by the Promotional Coordinating Committee. r-17 7. Applicants should be able to demonstrate coordination with related agencies and existing community resources. 8. Other types of City support, such as facility use or in-kind service, will be considered in the award process. — 9. Demonstrated financial need of the organization will be considered in evaluating and awarding funds. 10. Past performance of the organization, regardless of financial need, will be considered in awarding funds. PROMOTIONAL COORDINATING COMMITTEE SPECIAL MEETING MAY 26, 1993, 5:30 P.M. COUNCIL HEARING ROOM . MINUTES 1 . CALL TO ORDER The meeting was called to order by Chairperson Jack Gatz with the following members in attendance: Barbara Gregg, Jesse Norris, Bill Pyper, LaVerne Schneider, and Kathy Smith. Pati Brown was absent. 2. APPROVAL OF THE ADVERTISISNG RFP Jack Gatz reviewed the final version of the Advertising RFP (which included the City Council's changes) with the Committee. The Committee unanimously approved the RFP and requested staff to send it out. 3. REVIEW OF GRANTS-IN-AID RECOMMENDATIONS FOR 1993-94 Jack Gatz welcomed all the organizations in attendance and thanked them for coming. He provided an overview of the process and the criteria that the PCC used to arrive at their recommendations. He then reviewed the PCC's recommendations and explained that this year's process was particularly difficult as there were six new organizations requesting grant funds. He then indicated that each group could make up to a five minute presentation to the Committee regarding their grant recommendation. Representatives from the Art Association, Arternatives, Babe Ruth Baseball, the County Band, the C.uesta College Art Gallery, La Fiesta, Little Theatre, Pacific Repertory Opera, :the County Symphony, the Vocal Arts Ensemble, and the Youth Symphony made presentations to the Committee. Three of the groups (the Art Association,:. Cuesta College Art Gallery, and the County Symphony) requested the Committee to consider providing larger grants. At the conclusion of the presentations, the Committee responded to several questions from the organizations. Several groups felt it may have.been more fair if the Committee had used an across-the-board approach to developing their recommendations as opposed to reviewing each application on its individual merits. The County Symphony requested an explanation as to why their grant had been cut more significantly than other organizations. Attachment 3 The Committee then closed the public hearing portion of the meeting and discussed the recommendations amongst themselves. After a thorough discussion, the Committee concluded that the recommendations presented as part of tonight's meeting were fair and equitable. They expressed sympathy to those organizations requesting additional monies, but explained that to provide more to one group would require a reduction to another. Given this, the PCC acted to unanimously endorse the recommendations as presented with one minor change (the PCC will ask the Council to waive the street cleaning fee for La Fiesta) and request staff to forward them to the City Council in July for final ' approval. Attachment 1 provides a full listing of the grant recommendations. The Committee also advised the groups of the $50,000 in new monies that the Council has set aside in the 1993-94 Financial Plan for activities to promote the City. They explained that those monies could serve as a source to fund new cultural and recreational activities to promote the City as an overnight tourist destination. The Committee requested staff to incorporate language into the grants contracts requiring groups to provide the City and Chamber of Commerce with dates of.their events. The meeting was adjourned at 7:40 pm.
