Council Members may pull consent items to be:considered after Business items.. ► C-1 COUNCIL MINUTES (GLADWELL) Consideration of the minutes of: Tuesday, June 15, 1993 at 7:00 p.m. ♦ RECOMMENDATION: By motion, waive oral reading and approve minutes as amended. 41adwell* FINAL ACTION: Approved (5-0). 1 City Council Agenda Tuesday, July 20, 1993 ► C-2 PG&E EASEMENT (MOSS/168) Consideration of an easement with PG&E to allow for maintenance and operation of the elec' facilities serving the Stenner Canyon Water Treatment Plant. ♦ RECOMMENDATION: By motion, authorize the Mayor to execute the easement document with Pacific Gas and Electric Company. Approved (5-0). ► C-3 ADVISORY BODY NOMINATION PROCESS (GLADWELL/123) Consideration'of the Advisory Body nomination process. ♦ RECOMMENDATION: By motion, approve revised advisory body nomination process authorizing the Council Liaison Subcommittee to interview and nominate applicants for technical and special purpose committees, except where otherwise restricted, providing that the committee Chair and staff representative participate in the recruitment and interview process. Process adopted as amended to read..."staff representative be invited to participate" (5-0). ► C-4 COUNCIL E-MAIL (STATLER/GLADWELL/101) Consideration of remote access to the City's computer systems and pilot program for electro mail use by Council Members. ♦ RECOMMENDATION: By motion, 1) adopt policy regarding remote access to the City's computer systems; 2) approve six month pilot program for Council Member use of electronic mail; and, 3) appropriate $4,500 from General Fund balances to implement remote access for Council Members. Adopted with change to page C-4-3, 2nd bullet to read "Council will abide by Gladwell* the Brown Act and all Council policies and procedures" (5-0). ► C-5 CABLE FRANCHISE STATUS REPORT (HAMPIAN/143) Consideration of a status report on the cable franchise negotiations with Sonic Cable Television. ♦ RECOMMENDATION: 1) Receive and file status report; and 2) by motion, approve and authorize the Mayor to execute a 60-day extension to the franchise agreement with Sonic Cable Television. C-5-4, discount rate to include low income participants, and, 2) Extension approved (5-0). 2 City Council Agenda 1 Tuesday, July 20, 1993 ► C-6 WAIVER OF WATER SEWER CONNECTION FEES' HAMPIAN 1031 Consideration of a request by the Housing Authority for relief from water and sewer hook up fees for 24 low-income housing units to be constructed at 1090 Orcutt Road. ♦ RECOMMENDATION: Adopt resolution waiving water and sewer hook up fees in the amount of $53,000. Hampian*FlNAL ACTION: Resolution No. 8191 adopted (5-0). ► C-7 ADMINISTRATIVE STREAMLINING (HAMPIAN/101) Consideration of streamlining administrative procedures and change order improvements. ♦ RECOMMENDATION: By motion, 1) approve the recommended streamlining of various reports and other miscellaneous administrative requirements; and 2) approve fiscal management policy for limiting staff authority for contract change orders.
