Gladwell, City Clerk SUBJECT: Advisory Body Nomination Process RECOMMENDATION: By motion, approve revised advisory body nomination process authorizing the Council Liaison Subcommittee to interview and nominate applicants for technical and special purpose committees, except where otherwise restricted, providing that the committee Chair and staff representative participate in the recruitment and interview process. DISCUSSION: At its March 2nd meeting, Council asked staff to return with procedural compliance for appointments to advisory bodies, making Council and staff.recommendation processes consistent Technical and Special Purpose Committees are formed to address defined subjects and frequently require members with specific areas of expertise to provide balanced, accurate recommendations to the organization and Council. Because of these requirements, past practice has utilized the staff representative to each commission to determine the recruitment methods (whether to advertise, etc.), and to select applicants for nomination to Council. The.staff representative usually establishes a nominating committee consisting of other staff members or outside experts to assist in the recruitment and interview of applicants. In contrast, nominations to fill vacancies on standing committees are made by the Council Liaison Subcommittee, with the subcommittee determining the method of recruitment and then interviewing applicants with the Chair of the committee participating. The Council Secretary provides all information pertaining to vacancy requirements, applicants and status to either the Council Liaison Subcommittee or staff representative prior to recruitment/interview decisions. If Council wishes to become more active in the selection of nominees for technical and special purpose committees, the evaluation of the technical knowledge and expertise could be accommodated by including the staff representative and the committee Chair in the recruitment decisions and interview process. CONCURRENCES: The City Attorney and City Administrative Officer have reviewed the report and concur that it is the prerogative of the City Council to change committee nomination procedures as it desires. FISCAL IMPACT: None ALTERNATIVES: 1) Continue the present practice of staff representative recruitment and nominations via the City Administrative Officer for technical and special purpose committees. 2) Change procedures to conform with the standing committee process (allow Council to include staff representatives at their discretion.)
