Regarding: Proposed Community Development Block Grant Funding
Allocations (Item #3, August 3, 1993 Council agenda).
On behalf of the Downtown BIA and as a member.of the Business
Coalition we would respectfully request that the above item be
returned to the Business Coalition and the Economic Stability Task
Force for their review and comments.
Our short time for review (today), leaves some questions that we
feel need to be addressed. Specifically we question the need for
$160,000 to administer an $800,000 grant. With three of the four
priorities having their own administrative staff it does not seem like
a wise use of the funds.
The Business Coalition has a strong interest in the economic vitality
of San Luis Obispo. We would appreciate your consideration of our
request. We would also appreciate direction from you, to staff, to
seek our input in future proposals that have to do with business and
the economic vitality of San Luis Obispo.

RE: PROPOSED COMMUNITY DEVELOPMENT BLOCK GRANT (CDBG) FUNDING
ALLOCATIONS (Item 3, Business Items, August 3, 1993 Council Agenda)
Dear Mayor Pinard,
On behalf of the San Luis Obispo Property Owners Association and, as a member of the
Business Coalition, we would like to express our interest in the aforementioned agenda
item. We respectfully request that the Business Coalition be afforded an opportunity to
review and comment on staffs recommendations prior to your final acceptance.
As you know, the Business Coalition's interest in the economic stability of this
community has been at the forefront of our involvement with the City. This involvement
was initiated at the Economic Stability Workshop and continues to manifest itself
through our interest in issues that may impact or are related to the fiscal activities of
the City.
Our cursory review of the staff report reveals that, although we may conceptually
concur with the individual projects, we question the proposed funding levels (eg., the the
cost for grant administration). Although HUD may allow a maximum of 20% of the total
funding be used for administration, we find this amount to be excessive for the situations
that exist in the City's current programs. As many of the candidate projects currently
maintain an administrative staff, it would appear that the proposed administrative costs
could be adjusted accordingly.
In addition, we would strongly urge you to direct staff to coordinate with the Economic
Stability Task Force, as their involvement with this program seems well within their
purview. We would appreciate .consideration of our request to postpone your decision
this evening to allow for input from the various interested organizations.
