SUBJECT:
Johnson Park Irrigation System Replacement, Specification No. 93-10.
CAO RECOMMENDATION:
By Motion, authorize solicitation of Bids and Contract Award by CAO
if the lowest responsible bid is within the engineer's estimate.
DISCUSSION:
The plans and specifications for this project were approved by the
Council at the August 3rd Council meeting. The Council requested that
staff circulate the project to community service clubs requesting their
assistance with implementation.
Letters were written to fourteen service clubs. The letter generally
described the project and requested interested organizations to contact
Wayne Peterson if they might be interested in participating in all or a
portion of the project. Three service clubs responded. One, the Rotary
Club, indicated by letter that while they thought the project was a
worthy one, they were already committed to the Laguna Lake Pavilion. The
other two verbally indicated that they did not undertake underground
projects.
Since no one has come forward to help with the project, and the project
should be carried out prior to the ground becoming saturated with winter
rains, staff recommends that the project be advertised for contract.
CONCURRENCES:
The Community Development Department has given this project a categorical
exemption. Utilities' water conservation division is supportive of the
project due to the increased efficiency in water use.
FISCAL IMPACT:
The engineer's estimate for the project is $44, 500. Contingency funding
of $4, 500 is anticipated for a total project budget of $49, 000. The
project is the top priority phase of the Park Renovations Project listed
on pages E-39 and E-21 of the Capital Improvement Plan in the 1991-93
Financial Plan. $49, 000 is budgeted for this phase.
