MEETING DAT - ui IIIIIII IIIcity of sa•. _ .Urs-o81spo- - - ITEM NUMBER: COUNCIL AGENDA REPORT . / FROM: Vice Mayor Bill Roalman and Council Member Allen Settle, Subcommittee to the Campaign Regulations Committee PREPARED BY: Diane R. Gladwell, City Clerk dH SUBJECT: Campaign Regulations Committee RECOMMENDATION: By motion, appoint the following members to the 1993 Ad-Hoc Campaign Regulations Committee: Richard Kra*orf 160 Jesse Norris Dominic Perello Pierre Rademaker Carla Sanders Richard Schmidt Hal Swasey DISCUSSION: The Campaign Regulations Committee periodically reviews the current campaign regulations ordinance, reports its findings and makes recommendations to the City Council. During the preparation of this agenda report, the original ordinance was reviewed and it was found that Council is not required to appoint a committee until September, 1994; however, Council may appoint this committee earlier. On September 7th, Council referred the analysis of the charter amendment proposal for majority elections to this committee. The Campaign Regulations Ordinance requires that a committee of at least five citizens be appointed who reside and are registered to vote within the City. We have selected members of the community who have experience with both State and local campaign disclosure reporting and the election process in San Luis Obispo. ALTERNATIVES: 1) Defer committee appointments until September, 1994. Since this would be near the height of municipal election activity, it would be a difficult and awkward appointment process for both the Council and the community. 2) Appoint an ad-hoc committee charged only with reviewing the Charter Amendment Proposal. 4 MEF--"G AGENDA /1 i DATA ITEM # iillllllllll III III IIIII II pllllll II II city Of sAn tuis oBispo 990 Palm Street/Post Office Box 8100 • San Luis Obispo,CA 93403.8100 September 20, 1993 EUN ❑ CDD DIR ❑ FIN DIR ❑ FIRE CHIEF COMMUNICATION ITEM ❑ PwDIn ❑ PoucE CHF TO: Council Colleagues ❑ REC DIR ❑ UACDNR FROM: Dave RpmeroC3 PERS DIR SUBJECT: AGENDA ITEM A-1 OF 9/21/93 COUNCIL MEETING Members recommended by the Subcommittee appear too narrowly drawn to give an adequate cross section on the Campaign Regulations Committee. I suggest we add additional individuals to give the Committee a broader base. Several persons come to mind who have campaign experience; Ken Schwartz, Lynn Cooper, Bob Silva, GlennaDeane Dovey and David Blaine. I am sure there are many others who could make a valuable contributions to the Committee. DR:ss
