SUBJECT:
Waterline Improvement Project: Palm St. - Broad to Santa Rosa; Santa Rosa St. - Palm to
Pacific; Pacific St. - Santa Rosa to Nipomo, Specification No. 93-15.
CAO RECOMMENDATION:
By motion, reauthorize soliciting of bids and contract award by the CAO if the lowest
responsible bid is within the Engineer's cost estimate.
DISCUSSION:
Council originally approved this project on June 15, 1993. The project was advertised and bids
opened on July 15, 1993. The CAO awarded the Contract to the low bidder (Phillips Backhoe &
Trenching, Lodi, California) on July 22, 1993, in accordance with Council direction. Subsequently,
the low bidder was unable to provide acceptable insurance and bonding in a timely manner, the
effect of which would not allow completion of the project before the holiday season.
Staff felt that it was in the best interest of the City to annul the award, . readvertise the project, and
begin construction on January 3, 1994. On August 31, 1993 the CAO an:1ulled the award with the
low bidder.
CONCURRENCE:
Staff has discussed this new project time frame with Lynn Block of the BIA and she has given her
approval.
FISCAL IMPACT:
The Engineer's estimate for the project is $546,000. Based on the experience of the recently
completed Higuera Street water line project, which also involved very old waterlines and numerous
other utilities in the street which resulted in costly contract change orders, a 14% ($76,400)
contingency is recommended for this project. The total budget for this project is estimated to be
$622,400.

The project account is currently funded with $570,400. This account will be adjusted when bids have
been opened and actual contract cost is known.
A total of $600,000 has been included for water main projects in the 1993/95 Financial Plan (Page
E-13). Combined with the $295,506 remaining from the prior year's budget for water main projects,
the total available funding to support this project is $895,506. (Another water main project, Broad:
Peach to Serrano, has been approved to use the balance of available funding.)

CAO RECOMMENDATION:
By motion, approve the plans and specifications for "Waterline
Improvement Project: Palm St. - Broad to Santa Rosa; Santa Rosa St.
- Palm to Pacific; Pacific St. - Santa Rosa to Nipomo, Specification
No. 93-15 and authorize soliciting of bids and contract award by the
CAO if the lowest responsible bid is within the Engineer's cost
estimate.
DISCUSSION:
Many of the waterlines in the downtown area are very old and in a
deteriorated condition. Frequent breakages disrupt service. These lines
are also undersized and do not provide adequate fire flows to meet
current standards.
The recently completed Higuera Street waterline project upgraded the
waterline through the core of the downtown. The proposed project will
complete a set of waterline upgrades around the downtown area to further
improve fire flows, as recommended in the Downtown Water System Analysis
conducted by Boyle Engineering for the City.
As with the Higuera Street project, a number of mitigating measures and
requirements will be included to minimize the disruption to business
activities. The conditions are designed to ensure that Thursday night
activities will not be impacted, and that parking will be maintained to
the maximum extent possible.
CONCURRENCE:
Staff has discussed this project with the BIA. Lynn Block of the BIA has
reviewed a list of conditions and has concurred.
The Community Development Department has determined that this project is
categorically exempt from further environmental review.

The Engineer's estimate for the project is $546, 000. The current CIP
program has a balance remaining of $300, 000 which has been identified for
this project. The balance of funding for the project will come from the
proposed CIP in the 1993/95 Financial Plan. A total of $600, 000 has been
included for water main improvements in the new financial period. A
total of $900, 000 would be available to support this project.
The City Council, at the June 30, 1992 meeting, determined that utility
projects go forward based on their independent funding.
