SUBJECT: Appeal of an Architectural Review Commission decision to deny
approval of a sign for a business in The Crossroads at the intersection
of Broad Street and Orcutt Road. File No. ARC 123-93
CAO RECOMMENDATION
Adopt a resolution denying the appeal, and concurring with ARC's action.
DISCUSSION
Situation
On September 7th, the ARC denied a sign proposal for the Cool Cat Cafe, because the sign
is not consistent with the approved sign program for The Crossroads. In a separate action,
the ARC approved an exception to the sign program to allow two alternative signs that
coordinate better with existing, approved signage. The restaurant owner is appealing the
ARC decision because he wants more visibility for his business and does not feel that the
approved sign program conveys the 1950's theme of his restaurant.

Existing Sign Program
A sign program for The Crossroads was approved by the ARC in 1989. Individual tenant
signs are to be located over tenant entries. Approved signs are suspended from overhangs
above the walkways and roughly 16.5 square feet in size. Design specifications are attached
for reference. Use permit U1486, which establishes allowed uses in the center, specifically
prohibits bunting strips, banners, and sandwich board signs. Staff is pursuing removal of the
banner sign as a zoning enforcement action.
Proposed Sign
The applicant is requesting approval for a logo sign, fabricated as a metal can sign with a
plastic front and neon accents. A diagram of the proposed sign is attached. Allowing the
proposed sign would entail granting exceptions to the approved sign program for:

■ Different colors and materials than originally approved.
■ A larger sign area: Approved signs are 16.5 sqft. The proposed sign is 50 sqft.
■ A different location for signs: The proposed sign would be on the fascia at the side
of the building. The sign program specifies suspended signs over the tenant entries.
Staff Evaluation
Staff and the ARC feel the existing sign program is one of the most exemplary in the city,
in terms of providing clear identification in a manner complementary to the center's
architecture. Granting the requested exceptions to sign colors, materials, and size would
dramatically change the character of signing in the center. For these reasons, neither staff
nor the ARC supported the sign as proposed. However, an exception to sign location was
felt to be warranted to improve visibility from Broad Street. Staff and the ARC support
locating another suspended sign facing Broad Street. (See attached elevation drawing noting
recommended sign location.) The ARC also supported an additional window sign.
Alternative Signs Approved by ARC
The alternative signs approved are (1) a second exterior-illuminated, suspended sign to be
located over the walkway, at the side of the building, facing Broad Street (as recommended
by staff); and (2) a smaller version of the proposed neon sign as a window sign.
ALTERNATIVE
The Council could uphold the appeal and approve the neon fascia sign originally proposed
by the appellant, with or without modifications to its design and location.

AT 3165 BROAD STREET, IN THE CROSSROADS CENTER
BE IT RESOLVED by the Council of the City of San Luis Obispo as follows:
SECTION 1. Findings. That this Council, after consideration of public testimony, the
applicants' request ARC 123-93, the appellants' statements, the Architectural Review
Commission's action, staff recommendations and reports thereon, makes the following
findings:
1. The proposed sign is not consistent with the approved sign program for the
Crossroads Center in terms of sign type, materials, size and location, as
originally established by ARC 88-97.
SECTION 2. Action. The Council hereby denies the appeal and concurs with the
action of the Architectural Review Commission.

SIGNS:
4. ARC 123-93: 3165 Broad Street. A request for an exception to the approved sign
program for Crossroads Center to allow a logo sign for Cool Cat Cafe; C-S-PD
zone; Cool Cat Cafe, applicant.
Pamela Ricci, Associate Planner, presented the staff report, recommending that the
commission deny the requested sign, but in a separate action, approve a second
suspended sign, with exterior illumination designed in accordance with the approved sign
program, to be located above the walkway at the side of the building facing Broad
Street.
Sean Corpuel, representative, responded to the staff report and indicated it was
impossible to represent all tenants by a uniform sign program. He indicated that there
isn't a central marquee at the center that identifies the restaurant like at some other
locations. He indicated that he could eliminate the band of neon to reduce the amount
of lighting. He noted that a large interior neon sign would not be visible from the street.
Commr. Dingus felt that the sign program should be adhered to.
Comm=. Regier admired the signage for the project and supported staffs alternatives.
Commr. Underwood did not agree with granting an exception in this case since others
have complied. He could support the installation of a monument sign at the center. He
supported staffs proposal.
Comm=. Cooper felt a directory monument sign would be acceptable, but could not
support more neon.
Commr. Joines supported adhering to the sign program.
Commr. Combrink was concerned with the monument sign.
Con=. Joines moved to deny the proposed fascia-mounted neon sign.
Commr. Dingus seconded the motion.
