Peterson, City Engineer SUBJECT: Volunteer Creek Clean-Up Project Sponsored.by Central Coast Salmon Enhancement, Inc. (CCSE) CAO RECOMMENDATION: Adopt the attached resolution supporting the City acting as a co-sponsor to CCSE's Clean-Up Event scheduled for October 23, 1993. BACKGROUND: The City has been approached by Central Coast Salmon Enhancement, Inc. with a request that we again sponsor their fall creek clean-up event. As you may recall, the City sponsored a similar activity last October. The City's role in the event would be.to allow creek clean-up volunteers to: (1) utilize the City's creek maintenance easements, and (2) to advertise the event utilizing the City's name as one of the co-sponsors. There would be no monetary cost to the City as a co-sponsor. As planned, the creek clean-up day would be scheduled for October 23, 1993 from 9:00 AM to 1:00 PM. Volunteers will gather at the Elk's Lodge in San Luis Obispo. This event will be promoted as a youth-parent activity. After the clean-up, volunteers are invited to a free, non-alcoholic barbecue (paid for by Coors Pure Water 2000/Larrabee Bros. Distributing Co. and KSLY-FM). CCSE, founded in 1982, is a non-profit, tax exempt, volunteer corporation dedicated to the enhancement and restoration of the Central Coast salmon fishery and San Luis Obispo Creek. CCSE is also devoted to educating the community on the ecology and economy of these resources. Central Coast Salmon Enhancement performs such creek clean-up projects as a yearly event. In past years, the creek clean-up project has had roughly 70 volunteers and removed trash from ten stretches of creek (groups of volunteers are sent to various areas to remove trash). Last year, CCSE removed enough rubbish from San Luis Obispo creeks to fill a 40-foot trailer. DISCUSSION: The City's involvement will allow creek clean-up volunteers to use City easements to access the creek, and CCSE to advertise that the event is co-sponsored by the City, providing the event more wide-range appeal. This project will benefit San Luis Obispo creeks, persons owning property adjacent to creeks, and the City. FISCAL IMPACTS: The City will not be responsible for providing money to sponsor this project, only creek access through City creek maintenance easements and the City's name in advertising. (1993 Series) CITY COUNCIL SUPPORT OF CENTRAL COAST SALMON ENHANCEMENT'S VOLUNTEER CREEK CLEAN-IIP SCHEDULED FOR OCTOBER 231 1993 WHEREAS, creeks provide water to animals, habitat for plants, fish, birds and other animals, and WHEREAS, the City of San Luis Obispo considers the creeks within and around the community a valuable natural resource, one that should not be marred by trash, and WHEREAS, creeks, when properly maintained add to the City's scenic quality and add value to individual properties, and WHEREAS, the City has an interest in maintaining local creeks in a clean manner to protect against potential flooding, and WHEREAS, the City must spend monies to maintain local creeks, and thus volunteer projects which perform maintenance are an asset to the City, and WHEREAS, such volunteer events not only improve the quality of an area but also provide community participation and education, and WHEREAS, the Central Coast Salmon Enhancement, Inc. , creek clean-up project would remove trash from San Luis Obispo creeks, and WHEREAS, the City role as a co-sponsor would be to allow: (1) creek clean-up volunteers to utilize the City's creek maintenance easements, and (2) CCSE to use the City's name to advertise the creek clean-up event, NOW, THEREFORE, BE IT RESOLVED, the City Council of the City of San Luis Obispo does hereby agree to co-sponsor the Central Coast Salmon Enhancement's creek clean-up day scheduled for October 23, 1993 c-�-2 On motion of , seconded by and on the following roll call vote: AYES: NOES: ABSENT: the foregoing resolution was passed and adopted this day of 1993 . LOCATION: Meet at the Elk's Lodge in San Luis Obispo before and after trash collection. OBJECT: To remove trash from the creeks while educating participants. SPONSOR:.Larrabee Bros. Distributing Co./Coors Pure Water 2000, KSLY FM, & City of San Luis Obispo (?). PROMOTION: PSA press_releases (mailed 3 weeks in advance), CCSE newsletter, posters (?). TARGET AUDIENCE: Families and youth groups.. BONUS: Participants have a chance to collect specially marked trash to trade for prizes (cd's, tapes, shirts, beverage). All participants are treated to a bbq & non-alcoholic beverages provided by the sponsor. DESCRIPTION: Participants gather at the Elk's Lodge. Displays will provide examples and information on creek vegetation, wildlife, pollutants, etc. Groups are organized and sent out, with maps and "what to look for" checklist, to designated creek sections for trash collection and creek life identification. Participants return to the Elk's Lodge with trash and receive a free bbq lunch. Trash is hauled to landfill by sponsor. INSURANCE: Provided by Larrabee Bros. Distr. Co./Coors Pure Water 2000.
