CAO RECOMMENDATION: By Motion, approve the award to, and authorize the Mayor to execute a contract with Complete Development Services in the amount of $41, 363 for "Highway 101 Landscaping - Phase I: Corp Yard Expansion & Bus Facility, Specification No. 93-19A11 . DISCUSSION: The Highway 101 Landscaping Project was originally approved to install landscaping and irrigation in three phases along the east side of Highway 101 between Prado Road and Los Osos Valley Road. The City Council, at its 6/15/93 meeting, authorized staff to only proceed with bidding of Phase I of that project. Phase I covers the area adjacent to the Corporation Yard expansion site and the Bus Facility. Bids were opened on September 15, 1993 , and the low bid from Complete Development Services was $41, 363 -- $8, 363 over the engineer's estimate. FISCAL IMPACT: This project is part of the 1993/94 Capital Improvement Plan (see pages E-5, E-7, E-8, and E-21 of the 1993/95 Financial Plan) . $66, 000 has been appropriated for Phases I and II of this project, so there is enough money for Phase I construction. If this contract is awarded, an additional future appropriation may be. needed for Phase II construction, should it eventually be authorized. BID TOTAL: $ 41, 363 CONTINGENCIES: $ 4 . 137 TOTAL: $ 45, 500 ALTERNATIVES: 1) Readvertise for bids. Four bids ranging from $41, 363 to $53 , 885 were received for this project. Staff feels that the bidding was competitive enough to ensure a good low bid. Rebidding would probably not yield a lower price. 2) Modify the project to reduce the amount of landscaping; readvertise the modified project for bids. This strategy might bring the project in under the original engineer's estimate, but the cost of modifications to plans and specs might consume most of the savings.
