SUBJECT: Consultant Selection: City Hall HVAC Improvements Project CAO RECOMMENDATION: By motion, 1) Approve the Request for Proposals for Design Services: City Hall HVAC Improvements Project, Specification No. 93-47 2) Authorize the City Administrative Officer to award the agreement if the cost is within budget DISCUSSION: The original, antiquated steam boiler at City Hall is 40 years old and on the verge of irreparable breakdown. Several components appear to be severely corroded and could not be patched or repaired if they failed. Though it was designed to heat only the upper floor through steam radiators, since 1976 it has also heated the lower floor via a heat transfer device which converts steam to hot water and uses the hot water as a heat source for a forced air system. Because many of the wall-hung steam radiators upstairs have been removed or bypassed, heating upstairs is very ineffective. There is little or no thermostatic control for most areas, and the system's ineffectiveness has spawned a proliferation of inefficient and wasteful electric space heaters throughout the building. Over the last six years, the building maintenance section has kept the system limping along, pending planned replacement with the City Hall expansion project. Now that the expansion project has been deferred for several years, the heating, ventilating, and air conditioning (HVAC) system needs a comprehensive overhaul. In 1991, a mechanical engineer confirmed the condition of the steam boiler and recommended replacement in the short term before it fails. During budget review in Spring 1993, the original project request recommended overhauling the HVAC system in 1993/94 to avoid expensive and disruptive emergency replacement in the event of catastrophic failure. Because money was not available, a revised project request scheduled the overhaul in 1995/96 rather than 1993/94. The revised request also provided for engineering design in 1993/94 so that design and construction documents would be completed and ready for bids in case emergency replacement were necessary. The request for proposals calls for preparation of schematic designs based on four objectives: 1) lowest initial cost 2) lowest life-cycle cost 3) best performance 4) best compromise of the first three objectives ������►�H��IIIIIIpIIi Il�lll MY Of San Lai S OBISPO COUNCIL AGENDA REPORT Engineering Work on the City Hall HVAC Improvements Project Page 2 The request also emphasizes the City's interest in innovative, yet proven, HVAC technology which would improve comfort and save energy. After review and selection of the most appropriate design, the engineer would proceed with preparation of construction documents. FISCAL EVIPACT: Design for this project is part of the 1993/94 Capital Improvement Plan (pages E-9 and E-22 of the 1993/95 Financial Plan). $17,000 is appropriated for this work.
