SUBJECT:
Consultant Selection for Landscaping Architecture Services for Park
Renovation Projects, Specification No. 93-43A.
RECOMMENDATION:
By motion,
1. Approve Recommended Consultant List;
2. Authorize staff to negotiate contract with top consultant for
design services for "Park Renovation and Improvement Projects,
Specification No. 93-43A" and authorize CAO to approve contract
with selected firm;
3 . Authorize staff to use Consultant List for other parks-related
projects throughout the 1993-95 two-year budget.
DISCUSSION:
Several parks throughout the City have facilities that are deteriorated,
inadequate, outdated or substandard. These facilities need to be
renovated to improve accessibility for disabled users and be brought into
compliance with ADA law, restore park appearance and correct safety
hazards and drainage problems.
The 1993-95 Capital Improvement Plan identifies five park projects( Santa
Rosa, Throop Mitchell, Meadow, Laguna Lake and Johnson Parks) requiring
varying degrees of renovation and improvements, which are grant-funding
dependent. In order to expedite the design and construction of these
projects, they were combined in one single project (93-43A) . Three other
park projects (Mitchell, Sinsheimer and Laguna Hills Parks) are scheduled
to be designed this spring and constructed next fiscal year. See pages
102-105 of Appendix B of the 1993-95 Financial Plan for a description of
the projects.
Proposals for design services were solicited via the RFP dated August
1993 , which was advertized locally as well as sent to many firms outside
the county. Proposals were received by the City Clerk and opened
publicly on October 6, 1993 . Staff reviewed the proposals and interviews
were held October 14 , 1993 , with the top 5 consultants. Final ranking of
the firms is shown on the attached Recommended Consultant List.
Selection procedures were in accordance with Section 207-D of the
Financial Management Manual, "Professional Services Costing $10, 000 or
more" .
The bulk of the work involves renovations to playground areas and
playground equipment to bring them into compliance with Consumer Product
Safety standards and ADA requirements. The City has applied for grant
funds from the Per Capita Grant Program under the California Wildlife,
Coastal, and Park Land Act of 1988 to help in the funding of the
playground portion of the renovations. As a requirement to receiving
these funds, the playground renovations must be designed and constructed

prior to June 30, 1994. In an effort to streamline the approval process
and to aid in meeting this tight deadline, Staff recommends that Council
authorize the CAO to approve the contract with the selected firm.
Staff is of the opinion that all the firms on the list are excellent and
while only one should be hired for this project, the others could and
should be considered for the remaining projects. Therefore, staff
requests that the Recommended Consultant List be used for other parks-
related projects during the 1993-95 two-year budget. This would be done
in an effort to avoid redundancy, duplicative efforts by staff and
streamline the selection process for other parks-related projects
requiring design by outside landscape architects.
FISCAL IMPACTS:
This project is included in the Park Renovation CIP on pages E-8 and E-21
of the 1993-95 Capital Improvement Plan. Allocation for design work is
$70, 000. Estimate for consultant fees for this phase of the project is
$50, 000.

Fatisting Situation
Several parks have deteriorated, inadequate or outdated facilities which look bad, cause injuries and waste operations and
maintenance resources. Some playgrounds have equipment which does not meet state standards for safety and which poses
a liability problem. All playgrounds have surfaces and edges which do not meet state standards for safety. Some projects
were previously approved but deferred.

Project Work Completed
Preliminary designs and,rough cost estimates are completed for most projects. Final designs, plans and specifications, and

Design work for the general park renovations (projects 4-11)would be completed by contract during 1993/94.
