McCluskey, Public Works Director Terry Sanville, Principal Transportation Planner SUBJECT: Consultant Selection for Preparing Plans and Specifications for the Installation of On-Street Bicycle Lanes CAO RECOMMENDATION: Authorize staff to negotiate and the CAO to execute a consultant services agreement with Boyle Engineering Corporation for an amount not to exceed $30,000. DISCUSSION In anticipation of City Council adoption of the Bicycle Transportation Plan, the Public Works Department distributed Request for Proposals (RFPs) to fourteen consultant firms in mid- September, 1993. The RFP requested consultants to submit proposals for developing plans and specifications to implement on-street bicycle lanes identified in the Bike Plan. Use of consultant services to prepare the plans and specifications will enable timely implementation of the Bike Plan. With the reduction in Public Works Department Staff and an increase in workload that includes 45 capital projects for 1993-94 and a similar number for 1994-95, using in-house staff to development the plans would significantly delay bike lane installation. In lieu of these budget reductions and additional capital project responsibilities, a shift of policy for use of consultants by the Public Works Department was identified during the 93-94 budget hearings. Furthermore, City funds budgeted for bicycle projects along with secured State Highway Account funds will support the cost of the design and installation of bike lanes. The Public Works department received five consultant proposals. Four of the five firms were interviewed by a staff panel on November 2, 1993. The panel ranked Boyle Engineering as the number one firm because it has broad experience with bike lane and transportation projects and has an office here in San Luis Obispo which will facilitate project coordination. (A copy of this projects RFP, each firm's proposal, and the ranking of the interview panel is available in the Council office for Council Member review.) It is the Department's objective that the Consultants design work will be complete in January/February, 1994 to enable construction bid advertising and awarding of installation contract in Spring, 1994. FISCAL IMPACTS Boyle Engineering has estimated that the work will cost $27,000. Some refinements to the work scope are needed to reflect final Council action on the list of bike lane projects and to included in the Bike Plan and to address production costs. Therefore, staff is asking for authorization to execute a contract for amount not to exceed $30,000 including contingencies. (Note: actual bike lane installation costs will be use residual City Bicycle Improvement Projects funding and State Highway Account funding.)
