Gladwell* FINAL ACTION: Approved (5-0). 1 Council Agenda . , hursday, December 16, 1993 ► C-2 CHANGE ORDER - UNIT 4 WATER RECLAMATION FACILITY IMPROVEMENTS (MOSS/R-29S) Consideration of a change order to Alder Construction and Engineering for necessary electrical, control and instrumentation changes to the Unit 4 Water Reclamation Facility Improvement Project, City Plan No. R-29S, in an amount not to exceed $78,000. ♦ RECOMMENDATION: By motion, approve change order and authorize City Utilities Director to execute the change order. Moss* FINAL ACTION: Approved (5-0). ► C-3 POLICE OFFICERS' ASSOCIATION MOA (SLATE/625) Consideration of approving the Memorandum of Agreement between the City and the San Luis Obispo Police Officers' Association (SLOPOA) covering the period 7/1/93 through 6/30/94. ♦ RECOMMENDATION: Adopt resolution approving the Memorandum of Agreement. Slate* FINAL ACTION: Resolution No. 8253 adopted approving Agreement No. A-87-93-CC (5-0). ► C-4 FOUR WHEEL DRIVE VEHICLE PROCUREMENT (McCLUSKEY/93-60) Consideration of specifications for procurement of one,four-wheel drive loader, Specification No. 93-60, estimated to cost less than $120,000. (Specifications available in the Council Office for review.) ♦ RECOMMENDATION: By motion, 1) Approve specifications, authorize staff to solicit bids, and authorize the CAO to award the contract if the lowest, responsible bid is less than$120,000;and, 2) Approve retaining of the replaced loader and assigning it to the Water Reclamation Facilities program. McCluskey* FINAL ACTION: Approved specifications and CAO award of contract, and retaining of replaced loader for Water Reclamation Facilities program (3-2, AS-no, PP-no). ► C-5 SONIC CABLE FRANCHISE EXTENSION (HAMPIAN/143) Consideration of approving a three-month extension to the City's franchise agreement with Sonic Cable Television through March 31, 1994. ♦ RECOMMENDATION: By motion, approve and authorize the Mayor to execute the extension. Hampian* FINAL ACTION: Approved (5-0). 2 Council AgendaThursday, December 16, 1993 ► C-6 FRENCH PARK PROJECT REVISIONS (HAMPIAN/92-39) Consideration of a revised approach for completing the French Park project involving the construction of the community room and park restrooms. ♦RECOMMENDATION: By motion, approve the revised approach and approve an appropriation in the amount of $94,000 ($50,000 from available project funds and $44,000 from the General Fund) to construct restrooms. C-7 GENERAL PLAN AMENDMENT & REZONING - (GP/R 109-931 (JONAS/463) Consideration of giving final passage to an ordinance amending the Zoning Map from R-2-S to O-S for properties at 1250 Iris and 1625 Fairview, and from O-PD to O-S for property located to the west of French Hospital. (Continued from 12/7/93.) ♦ RECOMMENDATION: By motion, give final passage to Ordinance No. 1249. Jonas* FINAL ACTION. Ordinance No. 1249 given final passage (5-0). ► C-8 GENERAL PLAN AMENDMENT/REZONING - (GP/PD 41-931 (JONAS/463) Consideration of giving final passage to an ordinance concurring with the negative declaration of environmental impact and amending the zoning map for property at 1015 Nipomo Street. (Continued from 12/7/93.) ♦ RECOMMENDATION: By motion, give final passage to Ordinance No. 1250. Jonas* FINAL ACTION. Ordinance No. 1250 given final passage (5-0). Consideration of requests by Alex Madonna and Costco, and Council comments on a proposal for commercial development along the southern area of Los Osos Valley Road in the vicinity of the Froom Ranch. ♦ RECOMMENDATION: Consider information provided by Mr. Madonna and Costco and discuss the merits and/or concerns without taking any action.
