McCluskey, Public Works Director Dennis Cox, Streets and Parks Manager (General Fleet Coordinator) PREPARED BY: David Elliott, Administrative Anal y'§P- SUBJECT: Procurement of One Four-Wheel-Dnv ader CAO RECOMMENDATIONS: By motion, 1) approve specifications for procurement of one four-wheel-drive loader (Specification No. 93-60) 2) authorize staff to solicit bids (estimated cost: $120,000) 3) authorize the City Administrative Officer to award the procurement contract if the lowest responsible, responsive bid is less than $120,000 4) approve retaining the replaced loader (vehicle #7404) and assigning it to the Water Reclamation Facilities program I DISCUSSION: The four-wheel-drive loader assigned to the Streets and Parks Division (vehicle #7404) was purchased in 1974 and is scheduled for replacement. It is two years beyond its scheduled first-line service life of 17 years and should be either declared surplus or relegated to second- line service in order to prolong its remaining life. Staff recommends assignment to second- line service because there is a demonstrated need for this machine at the Water Reclamation Facilities. Improved treatment methods at the Water Reclamation Facilities produce more biosolids now than in the past. To remove these biosolids from the drying beds, crews have used the backhoe assigned to Wastewater Collection Section, but this use is inappropriate for two reasons. First, the backhoe is inefficient at this task because of its relatively small bucket capacity and its two-wheel-drive configuration. And second, continuation of this heavy-duty work will shorten the backhoe's expected service life. Using loader #7404 instead of a backhoe to remove and stockpile biosolids would save time for the operators and prevent deteriorating wear and tear on the backhoe. In this limited, second-line level of service, loader #7404 should last another five or ten years. Assigning loader #7404 to the Water Reclamation Facilities program would permanently increase the City fleet by one vehicle. CONCURRENCES: The Fleet Management Committee, the Utilities Director, and the Supervising Mechanic have reviewed the recommendations of this report and concur with those recommendations. ��� ��►►uuIIIIII�Ip II�IU City Of san -.AIS OBISPO Ows COUNCIL AGENDA REPORT Procurement of One Four-Wheel-Drive Loader Page 2 FISCAL EVIPACT: Procurement of the new loader is budgeted for $120,000 as a 1993/94 equipment replacement in the 1993/95 Financial Plan (page H-9). Retaining loader #7404 will have no immediate significant fiscal impact, as revenue from its sale (estimated at $5,000) was not budgeted in the 1993/95 Financial Plan. After five or ten years, loader #7404 will have to be replaced at an estimated cost of $120,000. Specification No. 93-60 is available for review in the council office for review. G:\WP611L0ADER1
