Neumann, Fire Chief PREPARED BY: Lew Schmutz, Fire Marshal' - SUBJECT: Posting "No Parking" area on Mission Lane CAO RECOMMENDATION: By motion, approve the request of the Fire and Engineering Department staff to restrict parking on Mission Lane. DISCUSSION: Mission Lane, located off of Broad Street, provides vehicle access to ten (10) single family residences. The road was created in the late 1970's when a minor subdivision was approved and recorded. One of the conditions of the subdivision was to provide for a 26 ft. wide roadway. Prior to the subdivision, an easement was provided for access to two (2) existing houses located on the hillside. As new homes were constructed, the owners were required to install curb and gutters to maintain the 26 ft. wide roadway. As approved, the road does meet the existing City standards. Currently, a situation exists which poses a concern for local residents and emergency providers. There is a vehicle access problem due to parking on both sides of the narrow road. At times, the road is so tightly congested that vehicles have difficulty entering or exiting the area. In an emergency, this congestion may delay emergency equipment access or impede evacuation of the area. On August 1, 1995, the Engineering and Fire Department staffs met with the area property owners and discussed alternatives to correct the situation. An agreeable and worktable compromise was reached whereby parking would be limited to the east side of Mission Lane only. The roadway off of Broad Street will be posted "No Parking" on both sides. As the road turns left, only the uphill (west) side will be restructured as "No Parking ". (See attached map). This will allow an 18 ft. passage way for vehicle traffic. Although the 18 ft. width is less than the 20 ft. normally required, the Fire. Department feels that this exception is reasonable and will not compromise fire and life safety. The posting of the required "No Parking" signs will be kept to a minimum per the request of the residents. FISCAL IMPACT: All costs for posting and painting will come from the current operating budget.
