DISCUSSION: During the Council meeting of September 5, 1995, the City Council directed staff to place consideration of this sponsorship request on the agenda of September 19th. The attached correspondence to the Council fully explains the proposed program. During the Council's September 5th discussion of this matter, the question was raised regarding the necessity or consistency of placing requests for City sponsorship on the Council agenda By way of background, a few years ago the City was very inconsistent in making determinations regarding City sponsorship; sometimes these determinations were made formally (by the Council) and other times informally (by the CAO, or even by individual departments). This informal approach created the potential for several problems, including issues relating to the use of the City's "name ", inadvertently `incurring City liability for certain events, and the appropriate use of City funds. Consequently, a little .over two years ago, the CAO directed staff to forward all new requests for City sponsorship to the City Council for consideration. For example, the Electronic Village Conference, which was referenced on September 5th, was originally brought to the Council for approval prior to the first conference in 1994. At that time, the Council adopted a resolution supporting both the "Electronic Village" Conference and concept. Based on this original approval, and in light of the 1995 -97 City Council goal specifically related to public access and expanding regional networks (which referenced the "Electronic Village" in the approved workprogram description), staff judged that appropriate prior Council action existed to proceed with co- sponsorship of the 1995 Conference without another formal Council action. Council was instead advised through a "Council Note ". With regard to the "Changing the Maps" Workshop, sponsorship of the event is entirely a matter of City Council judgment. While the workshop is not directly related to the implementation of a specific goal, its subject matter certainly relates to areas of City interest found in programs such as alternative transportation, community development, and natural resources protection. Therefore, staff has no objection to the sponsorship request, should Council wish to participate. FISCAL IMPACT: As outlined in the attachment, the total estimated cost of the program is $4800. A contribution of $500 is requested as a part of the City's co- sponsorship of the event. Funds are available within existing resources to support this cost. The workshop is entitled "Changing the Maps - Creating Better Cities for Living" and will be facilitated by David Engwicht - an internationally recognized author, speaker and advocate of "Traffic Calming ". Mr. Engwicht appeared last year at Cal Poly's Chumash Auditorium where he presented his thought - provoking and highly imaginative ideas to a delighted crowd of about 100. In October and November Mr. Engwicht will be traveling in the U.S., Canada, England, Australia and New Zealand. He will be leading workshops in cities such as Vancouver, Portland, San Francisco, London, Brisbane, Sydney, Melbourne and Auckland. The series of one -day workshops will target planning professionals, policy makers, decision - makers and concerned citizens and will build on work that he is doing at Griffith University (Brisbane, Australia) which is giving rise to a new science of 'urban pathology'. Twenty cities world -wide have been given the opportunity to be a part of this international 'think -tank' process. San Luis Obispo has been included as one of these cities. Workshop attendees will be invited to critique new conceptual frameworks and hypothesize about how urban environments work. They will be asked to suggest ways in which these understandings may be tested and turned into new planning, and more efficient, equitable, and livable urban environments. Cities which host a workshop will have the opportunity of continued participation in research in these fields. I have enclosed information to provide you with further details about this exciting opportunity. The enclosed budget spells out the financial needs as I envision them at this time. I respectfully request that the City consider a $500 contribution to help finance this unique workshop opportunity. At this time I am working on obtaining non - profit status for this event. I scheduled a CPR class over a month ago that conflicted with your meeting. I wanted to thank you for your consideration of sponsoring the Changing the Maps workshop with David Engwicht on October 20. 1 strongly believe that this workshop will offer some fresh approaches to some of the difficult issues we face in this community including land use and transportation planning. To date, sponsors of the Changing the Maps workshop include: - County of San Luis Obispo Planning and Building Department - San Luis Obispo Council of Governments - San Luis Obispo Air Pollution Control District - San Luis Obispo Regional Rideshare Program - Jud Consultants - ECOSLO I am working with Margot McDonald from the Renewable Energy Institute to determine whether they will be able to act as the non - profit sponsor (or "umbrella ") of the workshop. At this point, it looks favorable that they will. In this case, sponsorship and other monies from the event will be directed to their organization. Among David Engwicht's planned stops on the west coast is Portland. You may be interested to know that the City of Portland is the primary sponsor of the workshop he will be doing up there. In addition to $1,500 in funding, the City of Portland has also assigned staff to be responsible for the organization of the workshop. The cost of their workshop is $50 general / $15 students.
