SUBJECT: COUNCIL GOAL- SETTING
CAO RECOMMENDATION
Review and consider the accompanying background materials in preparation for Council goal- setting.
DISCUSSION
The following attachments have been prepared for the Council as background material for the Council
goal- setting session scheduled for January 21 as part of the 1995 -97 Financial Plan process:
A. Overview of the goal- setting process previously approved by the Council on January 10, 1995.
As noted at that time, it is requested that the Council turn -in their "visions, hopes and goals"
worksheets (pages 42 through 46 of the agenda report) by Thursday, January 19. Also
included in this section for the Council's reference is a copy of the City's "mission statement"
adopted by the Council in November of 1985.
B. Five year fiscal forecast for the General Fund prepared by the Finance Department This
forecast concludes that balancing the budget for 1995 -97 will not be as difficult as two years
ago, but significant challenges nonetheless remain, especially as we consider the outlook for
the last three years of the five year forecast timeframe. This attachment comprehensively sets
forth key demographic, revenue and expenditure trends for the past ten years and discusses the
key assumptions used in preparing the forecast.
C. Status of current major City goals adopted by the Council as part of the 1993 -95 Financial
Plan.
D. Suggestions for major City goals presented by Council advisory bodies and other community
groups.
E. Candidate goals presented by the CAO and Department Heads.
F. Tentative work programs prepared by the Departments of Public Works and Utilities for
implementing recently adopted circulation and water elements of the General Plan. Similar
work programs for the land use, housing and open space elements were presented to the
Council as part of the January 10 budget workshop (pages 21 through 33 of the agenda report).
Combined with the materials previously submitted to the Council at the January 10 budget workshop,
we believe the attached materials provide the Council with appropriate background information about
the current environment as you begin setting goals for the next two years.
