SUBJECT: Consideration of approving a resolution for the 1994-1995 annual claim
for Transportation Development Act funds totaling $913,584
CAO RECOMMENDATION:
Adopt a resolution approving the annual Transportation Development
Act (TDA), and authorize the Transit Manager to execute claims
DISCUSSION:
Background
TDA and State Transit Assistance (STA) are administered locally by the San Luis Obispo
Council of Governments (SLOCOG). STA is a portion of the State gasoline tax. Both TDA
and STA have been in existence since 1972. These funds are apportioned on the basis of
population by SLOCOG.
This resolution is an annual requirement of the City's claim for it's apportioned funding
level of the TDA and is an annual activity.
In accordance with TDA regulations, transit services are the first spending priority (such as
SLID Transit and the Regional Transit system). TDA allocations are made County-wide,
based on population.
Council policy is that all TDA funds coming to the City should be allocated to alternative
transportation programs and projects. The current year's transit budget was approved
accordingly.
The TDA allocation available to the City in 1994/95 amounts to $913,458 ($836,869 from
TDA and $76,679 from STA) for the following purposes:
City Share of Regional Transit Cost $326,166
Bike and Pedestrian Projects 16,737
SLO Transit (from TDA) 493,965
SLO Transit (from STA) 76.679
Total $913,548
Last fiscal years allocation total was $995,263.
The $81,715 decline in revenue is a result of declining sales tax revenues (TDA is 1/4 of
one cent of the sales tax).
FISCAL IMPACT:
The TDA claim is consistent with the Council adopted Short Range Transit Plan. For
Council's review, attached is the SLOCOG prepared "ANNUAL PROJECT AND
FINANCIAL PLAN'. This plan shows where and how our funds are allocated.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN LUIS
OBISPO APPROVING THE 1994-1995 ANNUAL CLAIM FOR
TRANSPORTATION DEVELOPMENT ACT FUNDS
TOTALING $913,584
WHEREAS, the San Luis Obispo Council of Governments ("SLOCOG")
has allocated $913,584 of Local Transportation Fund subventions,
which includes Transportation Development Act and State Transit
Assistance funds, to the City of San Luis Obispo ("City") for
approved transportation programs and projects; and
WHEREAS, to receive this money, the City must file a claim
with SLOCOG;
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City
of San Luis Obispo, as follows:
1. Approve the Annual Claim for Local Transportation Funds
and .State Transit Assistance Funds.
2. Authorize the Transit Manager to execute the claim
documents.
3. Direct the City Clerk to forward one certified copy of
this resolution to:
