SUBJECT: Bicycle Lane Striping Program (Specification 94-18): Notification
that contingency funding will be fully expended and request for
supplemental funding.
CAO RECONEM ENDATION: By motion: (1) approve the redesign of bike lanes on Southwood
Drive between Laurel Lane and Sinsheimer Park, and (2) to cover
various bike lane cost increases, authorize supplemental
contingency funding in the amount of$30,332 from funds already
available'in the Completed Projects Account.
BACKGROUND
On November 8, 1994, Burke Construction Company began installation of 4.5 miles of bicycle lanes,
signs and related curb, gutter and paving throughout San Luis Obispo. The total amount of the contract
is $182,557.40 with $13,442.60 for contingencies with total funding authorization of $196,000.
As project construction has proceeded, changes have been made in the field to improve the project to
reduce maintenance costs, improve safety, and to further minimize the removal of curb parking in
residential areas. A full accounting of cost increases, cost reductions and net cost increases is shown
on the following page.
A project change that requires City Council concurrence is the redesign of bicycle lanes on Southwood
Drive. This is an issue that the Council asked staff to agendize on February 14th. This change is being
proposed to address the complaints received from the management and patrons of the YMCA as
illustrated in the attached petition recently submitted to the City. The change will involve relocating
the bicycle lanes and travel lanes on Southwood Drive to allow for curb parking along the eastern side
of the street between Laurel Lane and the driveway entrance to the YMCA. Parking would continue
to be precluded from the driveway entrance to Sinsheimer Park to allow for a safe and clear connection
between the on-street bike lanes and the Class I bicycle path being constructed through Johnson Park.
The anticipated additional cost for restriping of the street is about $5,000.
This redesign reflects the staff's initial recommendation to the City Council in 1993. It enables bicycle
lanes while recognizing the competing needs of the YMCA and adjoining industries for curb parking.
Staff believes that the alternative design will satisfy the needs of both bicyclists and motorists.
FISCAL EWPACTS
Based on the project changes identified on the following page, staff is requesting supplemental
contingency funding in the amount of $30,332 to come from the completed projects account. This
account consists of fund balances accrued from other, already completed capital projects. Thus, no
additional appropriation is needed. Staff anticipates that the City will be reimbursed for most, if not
all, of the cost of the bike lane striping project by State Highway Account funds made available through
the San Luis Obispo Council of Governments.

We, the undersigned members of the Sari Luis Obispo County YMCA,
object to the Bike Lanes on Southwood Avenue and want on-street
parldng returned for the following reasons:
X Removing almost 30 parking spaces from the street causes a severe hardship and
extreme inconvenience to the 50+ seniors and othermembers who utilize the YMCA
facility daily.
•The parking lot on the YMCA site is very limited and, with no on-street parking,
extremely inadequate.
X Southwood Drive is a DEAD END street, seldom used by bicyclist, and there is no
reason to have bike lanes taking up so much space.
X Citizens and staff attended hearings regarding this issue and were notified that
Southwood Drive would not be effected. Suddenly, and without input or notice, they
appeared.
X During the summer, when the YMCA will be serving 90-110 children per day, there will
be no place to park and much confusion.
When cars drive onto the parking lot and discover there is no place to park they will be
forced to back out on to Southwood Drive to seek a parking place. This will cause many
potentially dangerous and hazardous situations.
X Often, when a big event is handled at Sinscheimer pool their lot is full and cars parked
the entire road from the pool to Laurel Lane.
J Please take the signs down and allow parking. The road is wide enough for bikes and cars.
J The YMCA provides needed programs and services to the entire community without Tax
Payer Assistance. Please don't limit their ability to perform by causing this parking hardship.
J Please take immediate action. Mike Mogensen, General Director of the YMCA, will keep us
posted as to your progress. '

SUBJECT: Bike Lanes on Southwood Drive
It is my understanding that the City Council has concurred to redesign the bike lanes on
Southwood Drive for curbside parking on the eastern side.
While we may do appreciate your attention to this matter and quick action to address the
needs of the YMCA and its members,I will be attending the City Council on March 7, 1995 to
ask you to consider placing the curbside parking on the western side of the street.
I have spoken to Mr. Bert Forbes of Ziateck and he,representing his company and 80
employees,concurs with our request and also encourages you to consider parking on the
western side of Southwood for the following reasons:
L) There are fewer driveways and more parking spaces made available.
2) Because there are more driveways on the eastern side,parking on the West makes
for better visibility to cars exiting the existing lots at Ziatech and the YMCA and
makes for a safer situation. Cars parked on the east side create poor visibility.
3) The east.side of the street floods consistently during winter storms.
4) The bike lane would be continuous from Laurel Lane to the pool and still allow for a
safe and clear connection to bike paths constructed through Johnson Park.
Please call if you desire more information regarding our request.
Placing parking on the western side of Southwood Drive will accomplish our goals of a safer
street,better meet our parking needs while accommodating the biking needs of our
community.

We appreciate your efforts to make San Luis Obispo a bike-user
friendly place. However, your move to put bike lanes down both sides
of Southwood drive needs reconsideration. This action has had a
devastating effect to faithful YMCA members by eliminating at least
30 parking spaces. These members include young children (many on
YMCA sponsored scholarships) and seniors of our community.
Eliminating accessible parking is unsafe, unhealthy, and
inconsiderate.
I urge you to revisit the removal of parking for the purpose of bike
lanes on both sides of Southwood. It certainly seems like their is a
solution that is win/win for both YMCA users and bikers. Perhaps a
bike lane and parking could be provided such as on Laurel Lane. Or
you could allow parking during prime YMCA hours. Or you could
expand parking towards the creek in Johnson Park (Not eliminating the
park of course) .
The YMCA is an organization with values & goals that should be
commended by the city rather than thwarted. Please, rethink what you
have done.

Dear Council Member :
I understand that Staff has recommended that the bike lanes
recently painted on Southwood Drive between Laurel Lane and
Sinsheimer Park be redesigned so as to allow parking on the
East side of the street.
My wife and I regularly attend a Senior fitness class at the
YMCA and we can attest to the fact that the bike lanes have
severely curtailed the available parking spaces . Most of
the time, we now have to find parking in front of the Pool .
In the summer those parking spaces will be taken up by Pool
users and parking will be further impaired . Additionally,
people who live in the current housing complex and in the
new complex now under construction will be deprived of
street parking. Frankly, we cannot see the need for bike
lanes on Southwood at all, since we have seen few bikers
there in the two years we have been attending the Y.
If there have to be bike lanes on Southwood, then I suggest
and urge you to recommend that they be painted on the East
side of Southwood, not the West side. This will provide
more street parking spaces, since the East side has several
driveways and the Staff has recommended parking be precluded
between the Y driveway and the Park .

Dear Mayor Settle:
I was quite shocked when I went to the YMCA two weeks ago and
discovered that parking on Southwood Drive had been eliminated.
Instead of parking there were bicycle lanes going in each direction
which are the widest bicycle lanes I have ever seen.
I cannot understand why bicycle lanes could not be placed on
Southwood Drive while still leaving parking on one side of the
street in the same manner as on Laurel Lane.
It is not just the YMCA that uses these spaces. Many weekends when
there are ballgames at Sinsheimer field, I have seen the overflow
from that parking lot stretch out all the way down Laurel Lane.
A logical solution would provide ample space for bicycle lanes in
both directions while still enabling parking on one side of the
street. I ask that you and the members of the Council view
Southwood Drive to see whether or not it is really necessary to
have bicycle lanes wide enough for four (4) bicyclists to ride
abreast on both sides of the street at the expense of overflow
parking for YMCA senior citizens, parents of young children, and
the Sinsheimer field crowd.

Dear Mayor Settle:
I am a member of the YMCA and have been doing step aerobics there
three days a week for the past 2 1/2 years. I have seen maybe two or
three individuals riding a bike in the area of the YMCA in all that time. I
park on the street, or I did before bike lanes were put in. Now it is
difficult for me to find a place to park. If you do want a bike lane in the
area, I recommend one across the street from the YMCA, not in front of it.

We were shocked when one day we discovered all parking had been
eliminated on Southwood Drive and bike lanes were installed on both
sides of the street. As we watch traffic everyday, we rarely see
a bicycle on Southwood Drive.
Eliminating street parking on Southwood drive is a potentially
serious problem. You have taken street visitor parking away from
a 168 unit apartment complex, the YMCA (with a large enrollment) ,
overflow parking for Sinsheimer Park and Pool and . our newest
company Ziatech. We just noticed you may be retu•rnini some parking
on Southwood Drive, which is not sufficient. Bike lane signs are ,
still up on both sideSof the street.
School children do not ride their bikes on Southwood Drive to
attend Sinsheimer School.
Southwood Drive is a dead end street into Sinsheimer Park. People
using the park, pool, baseball areas and barbecue areas "drive in".
We are now in baseball season. Cars are everywhere. Check it out,
especially in the evening for the usage by the YMCA and the park.
There is no legal street parking.
A problem that will arise, is that the people who need to park on
Southwood Drive will park in our complex, which is tenant parking
only, therefore causing cars to be towed. If we are forced to tow
cars from our property, these violators will be advised to contact
the City .Council for restitution.
The bike lanes installed on Southwood Drive are wide enough for 3
to 4 bikes to ride abreast or a car t drive in.

You have chopped this town up with bike lanes. You have taken
traffic lanes away from tax payers who pay the •road; taxes. Now you
have eliminated all street parking on a small section of a dead end
street lined with businesses, a public park and pool area.
I am in the process of starting a petition •to eliminate the. bike
lanes on Southwood Drive, between Sinsheimer Park. and Laurel Lane.
People I have spok..en with a•re very upset with what is going on in
this town •regarding bike .lanes.
I did submit a letter to Mayor Peg Pinard, SLO City Council and the
SLO Bicycle Committee, July 19, 1993, expressing ou•r concern.
I also attended the Bicycle Committee meeting July 19, 1993 to
express my concern. This was a waste of time as all persons in the
meeting were bicyclists and were closed to any suggestions.
The Southwood/Laurel Lane District is composed primarily of senior
citizens, with •relatively few younger families. The college
students who do live in •this area either drive or •ride the bus.
The incidence of bicycle usage is extremely .low and the excessive
bicycle paths with subsequent loss of parking is a point of major
distress. Please reconsider your position. You are not the one
subject to the inconvenience of no parking for the one or two
bicyclists that might venture down Southwood Drive.
